[: <br />Zoning File #1691 <br />October 17, 1991 <br />Page 5 <br />Preliminary Subdivision - 13 Lot Plat, Class ill <br />The 13 lot subdivision is to be known as Fleming Trail <br />Addition. The wastewater treatment facility that formerly <br />occupied this property was abandoned some time in the early 80's. <br />The original facility was installed some time in the very early <br />60's. Today the only thing that remains is the MWCC lift station <br />property that appears as the exception on the plat drawings and <br />an underground force main. The 16" force main runs from the lift <br />station to Orono Orchard Road and is located within the actual <br />travelled road that serves as access for MWCC service trucks and <br />vehicles in addition to the Long Lake vehicles that use the <br />current facility for exterior storage. There are many <br />similarities between this property and the Orono sewer pond <br />property. <br />Refer to Exhibit N. Note the 1-1/2 acre wetland designated <br />as Glenco soils to the south of the sewer pond. This area has <br />been filled in at the time of the original installation of the <br />sewer pond back in the early 60's. If you review Steve McComas' <br />report. Exhibit J, specifically the last paragraph on Page 1, he <br />notes that at this point in the 1990's there are no indicators <br />that would characterize this area as a wetland area any longer <br />based on the hydrology and vegetation. As a result this area is <br />now classified as dry buildable. Once again refer to Exhibit N. <br />The area to the north designated at 1/2 acre Glenco soils has <br />been partially filled adjacent to the railroad tract, the <br />applicant has shown the wetland area per the City's wetland maps <br />on the plat and shall be protected with drainage easements. <br />Please refer to Mr. McComas' report (Exhibit J) and Exhibit <br />R. At a site inspection staff delineated the boundaries of the <br />wetlands based on hydrology and vegetation. The proposed house <br />on Lot 1, Block 1 has been shown encroaching the defined wetland. <br />Later on in the memo we will review in more detail the issues of <br />flood plain, surface run-off retention and drainage. The <br />applicant has applied for density credit for Lots 1, 2 and 3, <br />Block 1 and Lots 9 and 10, Block 2. <br />Lot Configuration <br />All of the lots but Lot 1, Block 1 meet the area <br />requirements. Lot 1 has approximately 1/3 acre of dry contiguous <br />land. Each lot meets the lot width at the 35' front street <br />setback line. All proposed residential building sites meet the <br />required setback standard except for Lot 1, Block 1. Review <br />Exhibit U, Sheet 3. Note the proposed residence not only <br />encroaches the defined or designated wetland area but in <br />preliminary discussions with the Watershed District is more than <br />likely located within a flood plain. There may be additional dry <br />buildable land to the southeast side of the pond to provide a 1/2 <br />ab.__
