Zoning File #1691 <br />October 17, 1991 <br />Page 6 <br />acre dry contiguous envelope for another residential lot. <br />Proposed Lots 1 and 2, Block 1 should be combined as one. All <br />lots meet the required 140' of width at the 35' setback. Note <br />Lot 4, Block 2 although a flagged lot achieving access via the <br />cul-de-sac has adequate width along the interior plat road along <br />the west side lot line. <br />Road and Utilities <br />The plat road has been designed at a 50' width with 100' <br />cul-de-sacs. The proposed cul-de-sac to the north side is not <br />needed as total access for 13 lots is provided along the spur <br />section of the cul-de-sac road that extends east and southward. <br />The extension road starting at the southwest corner of Lot 10 <br />shall be designated as a separate road outlot and should be <br />developed at the time the roadway serves the development on the <br />north side of the Burlington Northern Railroad. Note an access <br />easement must be obtained from the MWCC if this is to be <br />realized. David Squire will provide additional information on <br />potential development of property on north side of railroad. The <br />City Engineer has reviewed the proposed curb cut at Orono Orchard <br />Road and finds no sighting problems. The only concern is for <br />the residence in Orono as house is located Immediately opposite <br />the intersection and will be impacted by the headlights from the <br />cars that approach the intersection. Sewer will be extended from <br />the MWCC lift station to all lots within Block 2 and Lot 3, Block <br />1. Sewer will come from Orchard Drive within the Orchard Meadows <br />plat on the southwest side of Orono Orchard Road to serve Lots 1 <br />and 2, Block 1. Water lines will be extended from the Orchard <br />Meadow plat to serve all 13 lots. It should be noted that the <br />City of Orono will not ask for engineering plans for the interior <br />plat road or utilities as the improvements will be installed at <br />the time the property is de-annexed by the City of Orono. It <br />should also be noted that the Public Works Department has asked <br />that any disruption of Orono Orchard Road by the expansion of <br />municipal services must require the repair of the road to its <br />original state. <br />Drainage, Flood Plain, Wetlands <br />As already noted above, staff has met on the site with the <br />DNR in order to commence the process of determining an Ordinary <br />High Water Mark for the DNR protected wetland. Ceil Strauss <br />advised that once the Ordinary High Water Mark is determined the <br />lands above the Ordinary High Water Mark elevation would be <br />protected by the Corps of Engineers. The City of Long Lake will <br />be required to file a permit with the DNR and the Corps to expand <br />the plat road from the current 15' width to a 30' width. The <br />applicant seeks to move westward with the road rather than <br />encroach into the bank and the existing mature vegetation that <br />lines the road along the east side.
