’ JVV—' <br />il <br />h . <br />b. <br />ORONO COMMISSION AND COUNCIL, 22 August 1985 Page 3 <br />PHASE TWO: Goals and Ob.jectives <br />Based upon the information and research which is included <br />in the first phase of the process, the City Staff will <br />prepare a preliminary set of goals and objectives. These <br />preliminary goals and objectives will be distributed to the <br />Planning Commission Members in advance of their scheduled <br />workshop meeting. The preliminary goals and objectives <br />will then be reviewed at the workshop meeting with the <br />Planning Commission and, following that meeting, the City <br />Staff will revise the preliminary goals and objectives to <br />incorporate the input from the Planning Commission. <br />Following the initial workshop on goals and objectives with <br />the Planning Commission, a joint meeting will be held with <br />the Planning Commission and City Council. The Planning <br />Consultant will attend the joint workshop meeting and will <br />serve as a resource to the City Staff during this period. <br />Following the joint workshop meeting, the City Staff will <br />prepare a final set of goals and objectives, incorporating <br />all of the Planning Commission and City Council input, <br />which will serve to guide the remainder of the planning <br />study. <br />The City Staff will be principally responsible for the .;ork <br />in Phase Two. The Planning Consultant will attend all cf <br />the scheduled meetings and will serve as a resource to the <br />City Staff and elected and appointed officials throughout <br />this stage. <br />PHASE THREE: Review and Analysis of Alternative Plans <br />When the goals and objectives have been developed, the <br />Planning Consultant will prepare a series of alternative <br />land use plans for the study area. When these alternative <br />plans have been developed they will be transmitted to the <br />Planning Commission, along with a memorandum which <br />summarizes the key characteristics, problems, and <br />opportunities associated with each. The Consultant will <br />then attend the next scheduled workshop meeting and present <br />and discuss the alternative plan and the memorandum. <br />Following the initial Planning Commission meeting, the <br />Consultant will refine the alternative plans, prepare <br />additional alternatives if needed, and update the summary <br />memorandum. This material will then be transmitted to both <br />Planning Commission and City Council and will be <br />subsequently reviewed at a joint workshop meeting. <br />The joint meeting between the Planning Commission and City <br />Council to review alternative plans is perhaps the key <br />meeting in the entire study process.
