ORONO COMMISSION AND COUNCIL, 22 August 1985 Page ? <br />finally, we recognize that the City Council is the duly elected <br />governing body of the City and It is ultimately responsible for <br />taking final action on all City policy Issues. It is <br />essential, therefore, that the City Council also be effectively <br />involved throughout the study process. <br />PROCESS OUTLINE <br />This Study has been organized as a collaborative planning <br />effort on the part of ourselves and the City Staff. In each of <br />the stages below this memorandum briefly outlines what will <br />occur in the stage and who will be principally responsible for <br />the work which it includes. <br />PHASE ONE; Inventory and Analysis <br />This Is the portion of the Study in which all of the <br />necessary base Information is assembled. This will include <br />section maps, aerial photography, soils information, <br />existing topographic information, vegetation, land use, and <br />zoning, as well as the location of existing utilities and <br />related easements. From the above mentioned base <br />information study base maps will be prepared for review and <br />discussion with the Planning Commission, City Council, and <br />any other interested parties. <br />When this Information has been assembled into base maps, <br />the findings of the inventory and analysis will be <br />summarized in a report which will give particular attention <br />to explaining problems and opportunities which the analysis <br />has identified. This stage of the process will culminate <br />with a presentation of all of the findings at a Planning <br />Commission Workshop meeting and, subsequently, the Planning <br />Commission will have a joint meeting with the City Council <br />to review and discuss the basic findings. <br />Lead Role <br />The completion of the tasks outlined above will be <br />principal responsibility of the Planning Consultant. <br />City Staff will participate and p.ovlde support <br />assistance in this phase. <br />the <br />The <br />and
