r <br />Zoning File #962 <br />September 12, 1985 <br />Page 2 <br />Review of Site Plan <br />Per Section 10.20, Subdivision 3 (A) schools are permitted as a <br />conditional use. The school is proposed as a nursey school for pre“ <br />schoolers providing instruction or classroom activities for students and <br />day care facilities limited to 20 children. The school structure meets the <br />required 50 feet setback from ail residential lot lines and street lot <br />lines. The playground area does not abutt a street lot line thus fencing is <br />not required. The playground area is 5200 s.f. - ordinance requires 50 <br />s.f. of play area for each student (50 x 68 = 3400 s.f.). <br />Per Section 10.61, Subdivision 10 (2) parking needs ore as follows: <br />4 stalls + 1 stall for each 500 s.f. in excess of 1000 s.f. <br />4 (1000 - 3552 = 2552 t 500 = 5.52 or 5 stalls) <br />+ 5 <br />9 stalls required <br />The parking stalls meet the 9' x 20' standard. Per the State Fire <br />Code the access road must bo a minimum width of 20* with an outside <br />turning radius of 40' and an inside turning radius of 30'. Review the <br />enclosed staff sketch (Exhibit E). This requirement will necessitate <br />realigning the parking area to provide additionil area for required fire <br />lane designated from front entranc* up to the front of building. <br />Handicapped parking stall must have signs ar;d hard surface to entrance of <br />building. Ramp entrance must have maxin.um slope of 1:24 and interior <br />maximum slope shall be 1:12. <br />Per Appendix E of the State Building Code, the building must be <br />sprinkled. The closest hydrant is 400 feet. One hydrant will be required <br />to boost sprinkler system (sec Exhibit E). <br />Sewer and water service - the applicant requests municipal sewer and <br />water services to property. This request appears consistent with previous <br />request by Hennepin County Library for municpal servies. The fees and unit <br />charges are as follows; <br />SAC Formula 14 Children =» 1 unit <br />SAC Units = 5 (67 -t 14) paid to Metro Waste Commission with building <br />permit <br />Total Fee = $2,125.00 <br />Total Sewer Unit Fee <br />Total Water Unit Fee <br />5 X 825.00 = $4,125.00 <br />5 X 1050.33 <= $5,251.65 <br />1
