Located <br />within the 75-250' setback zone, the property is <br />limited to 2,383 sf of hardcover, which should allow for <br />the 1,000 sf house proposed, plus a driveway. Please <br />review the study of neighboring developed lot sizes. <br />The study includes all developed properties within 100' <br />of this lot. Note that 91% of the existing developed <br />lots are larger than this lot. The median lot size is <br />0.46 acres (half greater than 0.46 acre, half less than <br />0.46 acre) for the 78 properties in the study area. <br />Lot Width - Depending on which boundary is considered <br />"front" yard, and depending on which set of performance <br />standards are chosen, a lot width variance may be <br />necessary. <br />History of Use and Ownership of the ProtH^rtv. - A <br />seasonal cabin existed on the lot until fall of 1968 <br />when the owner, Gary Setterstrom, tried to put a <br />basement under it and destroyed the cabin in the <br />process. Setterstrom subsequently asked for and w'as <br />granted a variance to rebuild or sell the lot (parcels <br />5200 and 6000 combined) as a building site per Council <br />approval on April 28 , 1969 . Setterstrom owned the lots <br />until 1977 and 1978 when they were forfeited for <br />nonpayment of taxes. The City approved the release for <br />sale of the easterly lot via Resolutions #937 and f944 <br />in 1976, and Resolution #1046 in 1979. The westerly <br />lot was released in February, 1981, via Resolution <br />#1250. The resolutions stipulate that the parcels are <br />not gua;anteed to be buildable and may require <br />variances. Mr. Hedlund, t)»e current owner, purchased <br />the property f rom the state in Apri 1 , 1981, at a cost of <br />$2,400 for the east half and $1,600 for the west half <br />according to Hennepin County Tax Records. <br />•Tax History - Please review the tax history for these <br />parcels. Since Mr. Hedlund purchased the properties, <br />the assessed valuation of the combined property has <br />risen from $4,000 to the current $5,000 valuation. <br />1985 taxes total $191.04. <br />- Municipal sewer serves the property. Both lots <br />wore assessed for footage and the easterly lot was <br />cliarged one sewer unit. Water is not available to the <br />property. <br />City's History of Action on Si mi lar Lots - Please review <br />Exhibit H. In the one-acre zone, the Council has <br />consistently approved separate lots of approximately <br />0.1 acres or great er a'* bui Idable sites . In a case very <br />similar to this one, the Fisk application, the Council <br />denied bui 1 dabi 1 i ty on a lot 10,762 square feet in area , <br />but prior to that had ai provt d bui lda)>i 1 ity of a 10,000 <br />square foot lot partly du< to the fact that it had <br />recently been served witli and assessed for sewer.
