PAGE 7 <br />*876 RANDY ASPLUND Monge noted that when it does rain, the water <br />actually pools in the front yard. <br />Goetten reminded the Commission that the reason <br />Council approved Asplund's project in the first <br />place was because they wanted to get rid of the <br />marina in a residential area. <br />The Monges stated that they are willing to make <br />compromises. They are concerned about the de ­ <br />valuation of a property which was very costly. <br />Asplund valued the concrete and boards at $2500. <br />They would remove all of the existing cement and <br />possibly have the same size patio as a floating <br />deck . <br />Chairman Kelley stated that he doesn't believe the <br />floating deck should be viewed as a portable <br />structure. Once it is put down, it will become <br />permanent. We should view this as hardcover, but <br />give the owners a variance for hardcover because <br />the structure was put in illegally by the builder. <br />Maybe the builder should be fined and not penalize <br />the owners. <br />Taylor moved, McDonald seconded to recommend <br />approval of the after-the-fact hardcover variance <br />for Randy Asplund, 3444 Eastlake Street subject to <br />the following conditions: <br />1. Retain patio and walk to house. <br />2. Walkway from patio to shore be removed. <br />Goetten moved, McDonald seconded to add the <br />following to the motion: <br />1.
