Zoning File #1551 <br />July 10, 1990 <br />Page 3 <br />of the property shall be provided with a sump in order to remove <br />large granular particles/sediment from surface run-off from <br />roadway. <br />Applicant will be filling portions of the flood plain as a <br />result of the road construction. Subdivider may be asked to <br />provide additional excavation to match fill placement within the <br />flood plain within the road area. The excavation must be made <br />below the 931.5 elevation. There is adequate area to meet this <br />requirement if the Watershed District makes this a condition of <br />approval of the plat. Applicant must provide an amendment to the <br />grading plan if the Watershed District requires a matching <br />excavation for fill placed within flood plain final grading <br />plans ). <br />Applicant has provided erosion control wherever land <br />alterations are proposed as a result of residential construction <br />or road construction. <br />Options of Action <br />Denial - If members seek to deny the proposed 4 lot plat, <br />please refer to Section 11.02, Subdivision 10 for the necessary <br />findings. <br />Approval - Finding the subdivision has met all pertinent <br />standards of the zoning and subdivision regulations of the City <br />and grants a lot width variance to Section 10.24, Subdivision 5 <br />(B) based on the following hardship and finding; <br />1. Lots are located on a cul-de-sac. <br />2. To move cul-de-sac further east would remove 2 sets of <br />mature pine trees and create a major impact closer to the <br />lakeshore based on severe sloping topography. <br />3. Granting of lot width variance for lots on cul-de-sacs <br />is consistent with previous City action. <br />Approval of the subdivision is based on the following <br />conditions ; <br />1. Final grading plans must specify the following <br />information ; <br />a) Allowed hardcover within 75-250' and 250-500' <br />setback areas based on lot line configurations approved <br />by Council. <br />b) Based on MCWD's final directives, final grading <br />plan to show excavation to replace areas filled by road <br />construction.
