Zoning File #1532 <br />June 13/ 1990 <br />Page 2 <br />Lot 1, Block 1 - 50' rear street setback/ 50' side street <br />setback <br />Lot 2, Block 1-50' rear street setback <br />Lot 4, Block 1-50' rear street setback <br />Lot 5/ Block 1 - 50' rear street setback <br />III all cases no accessory structure shall be located in <br />front of the front line of the principal residence. <br />Septic <br />In dealing with the DNR on the determination of the OHW for <br />the plat/ staff was reminded that Dickey Lake is classified as a <br />natural environment lake requiring certain specific setbacks for <br />structure and septic systems and although the City has not <br />adopted the shorelands regulations the City will be required to <br />adopt such regulations within the next 2 to 3 years. Some <br />members may have been on the Planning Commission when the North <br />Stream Plat was approved. The question of special setbacks for <br />Lydiard Lake classified as a natural environment lake were <br />acc'^pted by the City in the approval of the plat. The surveyor <br />has been asked to locate the 200' setback from the OHW/ 987' <br />elevation/ for structures/ and the 150' setback required for all <br />septic systems. Note that Lots 9 and 10/ Block 1 have alternate <br />sites located less than 150* from the OHW. A third site has been <br />selected within each of the lots as a potential alternate site <br />located out of the 150' setback area. Technically the City <br />cannot ask for the 150' setback at this time. The third site has <br />been selected as a precaution for the future owner. Once the DNR <br />shoreland regulations are adopted alternate Site 2 on both Lots 9 <br />and 10 would not be permitted by the DNR. Gaffron has reported <br />that he is satisfied with the septic results and mapn-?ng. His <br />only concern is for Lot 8/ Block 1. Upon a site inspection/ we <br />have observed a dry peat soil with an underlying layer of gray <br />loam that may prove unacceptable for septic drainfield use. <br />Gaffron will meet with the on-site septic evaluator who may have <br />more experience and familiarity with this type of soil. Gaffron <br />adds that the septic envelope can be moved in the proposed house <br />location if necessary. He should be able to provide direction by <br />the time of the Planning Commission meeting. <br />Grading# Drainage and Road Plans <br />There are no major changes in the grading plans originally <br />proposed by applicant. Detention area is now located above the <br />flood plain elevation within Lot 7. Grading limits have been <br />defined within Lot 1/ Block 2 and Lots 4 and 5 and Lots 7 and 8/
