Existing lot coverage on the property including the existing <br />garage, existing house and new addition existing shed by the <br />lake, and the existing wood deck (which is approximately <br />24"-36" above grade with 18" benches), is 3,436 square feet <br />or 12.25%. Proposed lot coverage including the proposed <br />garage, existing house with current addition, existing and <br />proposed decks, and pool including both the pool structure <br />and its patios, and the shed in the 0-75' zone, totals 4,898 <br />square feet or 17.5%. <br />Discussion - <br />The proposed pool encroa-hes approximately 55* past the <br />average lakeshore setback. Because this property is somewhat on <br />a curve in the shoreline, the houses on either side do not face <br />parallel with applicants' house, but face somewhat away from <br />applicants' lakeshore yard. In that respect, the actual impact <br />on lake views by the this pool may be rather minimal. Applicants <br />have not specified what height fence (if any) is proposed to <br />surround the pool. <br />The hardcover increases on the property are due to a number <br />of factors. First, the new garage is intended to be fully <br />conforming in location and orientation. The existing garage is <br />within 1' of the street lot line and cars leaving it back <br />directly into the street. The new garage meets the required 10' <br />side and street setbacks, and is side loading, with a new <br />driveway area within the property containing adequate backup area <br />to allow traffic to enter the street moving forward. <br />Also, the other significant increase in hardcover is the <br />patio surrounding the pool. The pool Itself is 640 square feet, <br />with patio surrounding it amounting to 512 square feet. These <br />patios are adjacent to the existing wood deck. <br />Regarding lot coverage, existing lot coverage is within the <br />15% limit adopted in 1989. Based on the recently adopted lot <br />coverage ordinance amendment that includes pools and their <br />associated patios as lot coverage, certainly this pool and its <br />patio are lot coverage. However, staff would question whether <br />the wood decks, none of which extend to a height of 6', are to be <br />considered within lot coverage for this property. If not, the <br />total lot coverage is 14.8%.
