■ <br />Zoning File #1257 <br />January 10, 1990 <br />Page 4 of 6 <br />At the September meeting it was noted by one of the <br />neighbors in attendance that it would appear appropriate that <br />Outlot D (extension to the east) be aligned with Silver View <br />Drive. It is not necessary for interconnecting private road <br />systems or layouts to be aligned with other private roadway <br />systems on opposite intersecting collector roads. The <br />Comprehensive Plan does not call for inner neighborhood roads to <br />be straight line roads, but curving as these roadways provide <br />connections through existing improved properties. Cook only notes <br />that it is Important that there is a 100' offset, but certainly <br />not necessary for complete alignment. The roadway has been <br />aligned to fall at the shared lot lines of 2 properties rather <br />than within 1 property as originally proposed in the first plan. <br />Grading/Erosion Control/Landscaping - <br />As of this writing, we have yet to receive a landscape plan <br />although applicant has advised that plantings are proposed. The <br />entrance monument is shown on Exhibit FF. It will stand <br />approximately 5' high and run 10* on each side of the access road <br />entrance. The monuments in excess of 3' are subject to the <br />setback standards of Section 10.03, Subdivision 16, entitled <br />"Traffic Visibility". As monuments are located within the <br />residential lots, it will be necesary to create easements in <br />favor of the homeowners association to allow maintenance and <br />upkeep. <br />As noted above, dralnfleld sites on specified lots must be <br />fenced prior to road construction. Erosion control shall be <br />Installed at the time of grading (refer to Exhibit EE for a cross <br />section of the erosion control fencing to be used). Cook has <br />also approved the grading plan. <br />Options of Action - <br />1.Denial. If members vote to deny the application, your <br />findings must be based on the standards set forth in Section <br />11.02, Subdivision 10 (A). <br />2.Approval. If Planning Commission votes to approve the <br />17 lot subdivision application as amended, the following <br />findings may be considered: <br />A) All lots meet the standards of the RR-IB zoning <br />district and have been designed so that there will be <br />no need for future variances to develop as single <br />family residential units. <br />1 <br />H
