* f▼ <br />Zoning File #1257 <br />January 10r 1990 <br />Page 3 of 6 <br />The drainageway in Lot 2, Block 3 has been shown carrying <br />drainage from the railroad to the wetland to the southwest. In <br />reviewing the grading plansr drainage from Lots 2, 4, and 5, <br />Block 4 will now be redirected along their east lot lines to the <br />shared lot line of Lots 5 and 6 and then out along the road ditch <br />to the wetland to the north. Septic sites will be protected from <br />run-off in Lot 1, Block 1 by taking drainage along the shared lot <br />line of Lots 1 and 2 and out to the west drainageway. <br />Cook has requested that bituminous flvimes be required where <br />water is discharged into the wetland area. He also notes that <br />storm sewer with catch basins will be installed near Watertown <br />Road to control the run-off (section of Watertown Road east of <br />the Intersection of the plat road to the retention pond at rhe <br />southeast corner). Both Mr. Sundee and staff will be able to <br />explain the drainage plan in greater detail at the meeting. If <br />members have any questions or seek additional information prior <br />to the meeting/ please contact staff. <br />Plat Road/Future Road Corridors/Access - <br />After many review meetings with the applicant and <br />applicant's consultants and upon submission of the final draft of <br />the preliminary plan, the Orono staff determined that there was a <br />very definite need for a future access corridor from this <br />property to the west. Review the staff sketch (Exhibit CC), the <br />applicant shows Outlot E extending northward of the original <br />location requested by the City staff. The original plan was to <br />have a future western extension proceed along the section line/ <br />not necessarily in a straight line but within the area of the <br />section line to provide access to all adjacent parcels. The <br />rcadway outlot may be realigned as staff recommends without any <br />negative impact on the adjacent lots. <br />Once again review Exhibit V, Mr. Carlson states his position <br />regarding the driveway outlot providing shared access to Lots 1 <br />and 2/ Block 2. Lot 1/ Block 2 satisfies the lot width at the <br />rear of the 50' front/street setback line from the plat road and <br />also at the Intersection of Outlot B. As the applicant's <br />addendum noteS/ the roadway could be extended northward along the <br />north boundary providing direct access from a road outlot. In <br />light of the Impact upon this property by the the access <br />corridors to the east and west/ the driveway outlot to the north <br />will minimize the disturbance of the heavily treed area. The <br />City Engineer has asked fov road plans for a 16' wide roadway <br />with Outlot B. Outlot D shall be developed up to the edge of the <br />wetlands subject to the private roadway standards either as a <br />rural section to 24' width with ditches or urban at 28' wide with <br />curb. The City will not require the development of Outlot E as <br />it will never serve any lot within this subdivision. <br />f <br />I
