MINUTES OF T8E NANNING COMMISSION MEETING HELD SEPTEMBER 15 , 1986 <br />#1069 JI14 WILLIAMS <br />2725 ETBEL AVENUE <br />VARIANCH <br />PUBLIC 81CItING <br />8:28-8:40 <br />The Affidavit of Publication and Certificate of Mailing <br />was noted. <br />Jim Williams was present for this matter. <br />Assistant Zoning Administrator Gaffron explained the <br />requests as follows: <br />1) Side setback variance to add a second story to <br />applicants existing house which is 4.2' from the <br />side lot line, noting that applicant's house is <br />generally down hill from the affected residence to <br />the north which is 431 from the lot line, creating <br />little impact on the affected neighbor (affected <br />neighbor has not commented on the proposal), <br />2) Allow 38.9 % hardcover (where normally 30 % is <br />allowed) variance to construct a 6'xl4' front deck & <br />stairs and obtain a building permit for the new <br />garage under construction. Applicant has agreed to <br />reduce his driveway hardcover to a width of 10' in <br />order to meet the 3 0 % standard, however, he feels <br />that reducing the width would cause some problems <br />with access to the garage. Staff agrees that the <br />extra width would be preferable. <br />Bellows stated that a bad access situation was created <br />with the garage location and feels that staff should <br />have not allowed applicant to bring this problem on <br />himself before approval of the building permit. <br />Mr. Williams stated that he intends to back out of the <br />garage and driveway onto the road, with no turnaround, <br />as he has always done in the past. <br />Assistant Zoning Administrator Gaffron noted that Ethel <br />Avenue is not a high traffic road. <br />Taylor questioned if consideration in the amount of <br />hardcover be given in that there are four lots between <br />the lake and applicants property. <br />Assistant Zoning Administrator Gaffron noted that <br />drainage from this property is generally away from the <br />nearest lakeshore. <br />Goetten stated that if reducing the hardcover to 30% <br />would not allow applicant to reasonably access the <br />garage, she would favor granting a hardcover variance of <br />36.4% (same percentage of hardcover existing prior to <br />construct i cn of the garago) . <br />C*I <br />
