MS4 Program Updates and Administration <br />January 18, 2022 <br />Page 3 <br /> <br />H:\ORNO\2022 New Projects\Fee Estimate - MS4 Program Updates.docx <br /> <br />• MCM 6: Pollution Prevention / Good Housekeeping for Municipal Operations <br />o Review current Pollution Prevention and Municipal Operation Program with the City, <br />including the Facility Map, best management practices for municipal operations, the Snow <br />and Ice Management Policy, training , written procedures for determining treatment pond <br />effectiveness, Best Management Practice (BMP), outfall and pond inspections, maintenance <br />activities, and documentation. <br />o Review potential improvements and additions to the Pollution Prevention and Municipal <br />Operation Program with the City. <br />o Update the Facility Map, BMPs for Municipal Operations, the Snow and Ice Management <br />Policy, written procedures for determining treatment pond effectiveness, and BMP, outfall <br />and pond inspections based on new requirements and City direction. <br />o Update the training program based on new requirements and City direction. <br />o Provide TMDL compliance planning for applicable waste load allocations (WLAs). <br />Applicable WLAs are for TP on Forest Lake, Hadley Lake, Long Lake, Mooney Lake, <br />Tanager Lake, Wolsfeld Lake, and Lake Minnetonka’s Jennings Bay , Stubbs Bay, and West <br />Arm. Compliance planning includes initial determination of compliance or non -compliance. <br />If WLAs are identified as in non -compliance, a compliance schedule will be provided, <br />including a list and schedule of BMPs to be applied toward achieving applicable WLAs. <br />o Develop a mapped inventory of potential areas and sources for bacteria to be included in the <br />City’s GIS. <br />o Develop a written plan to prioritize reduction activities to address areas and sources of <br />bacteria identified in the inventory. <br />o Assess the City’s Winter Maintenance and Operations Program, including existing <br />equipment, regular calibration of equipment, operational activities (pre -wetting, increased <br />plowing prior to deicing, monitoring of road temperatures, etc.), implementation of new or <br />modified equipment, optimization of mechanical removal procedures, and designation of no <br />or low salt zones. <br /> <br />Annual MS4 Program Administration <br />• Document the following information: <br />o MCM 1: Public Education and Outreach <br />▪ Description of all specific stormwater-related issues of high priority identified. <br />▪ Completed Public Education and Outreach Plan. <br />▪ Activities held, including dates, to reach each target audience. <br />▪ Educational materials distributed, including dates, to reach each ta rget audience. <br /> <br />o MCM 2: Public Participation and Involvement <br />▪ Relevant input submitted by public regarding the SWPPP. <br />▪ City responses to submitted input, including any modifications to the SWPPP. <br />▪ Dates, locations, and estimated number of participants for events. <br />▪ Notices for public meetings where opportunity is provided to public to review the <br />SWPPP and comment on its adequacy. <br /> <br />
