MS4 Program Updates and Administration <br />January 18, 2022 <br />Page 4 <br /> <br />H:\ORNO\2022 New Projects\Fee Estimate - MS4 Program Updates.docx <br /> <br />o MCM 3: Illicit Discharge Detection and Elimination <br />▪ Illicit discharge inspections. <br />▪ Reports of alleged illicit discharges. <br />▪ Dates and location of discovery of illicit discharges. <br />▪ Sources of illicit discharges. <br />▪ Remedial and enforcement actions taken to address illicit discharges. <br />▪ Training provided to all field staff and staff designated for specific IDDE Prog ram duties. <br /> <br />o MCM 4: Construction Site Runoff Control <br />▪ Site Plan reviews <br />▪ Training as it relates to this MCM, including site plan review and inspections. <br />▪ Enforcement actions taken to address erosion, sediment, and/or waste controls. <br /> <br />o MCM 5: Post Construction Stormwater Management <br />▪ Site Plan reviews. <br />▪ Maintenance agreements for privately owned BMPs. <br />▪ Training as it relates to this MCM, including site plan review and inspections. <br />▪ Enforcement actions taken to ensure compliance with this MCM. <br /> <br />o MCM 6: Pollution Prevention / Good Housekeeping for Municipal Operations <br />▪ BMP, outfall, and pond inspections. <br />▪ Maintenance activities on BMPs, outfalls, and ponds. <br />▪ Training as it relates to this MCM, including winter maintenance activities <br />▪ Sediment excavation for City owned ponds. <br />▪ TMDL compliance progress. <br />▪ Deicer amount applied each season. <br /> <br />• Provide annual assessment of the Public Education Program, the Public Participation and <br />Involvement Program, the IDDE Program, the Construction Site Runoff Cont rol Program, the <br />Post Construction Stormwater Management Program, and the Pollution Prevention and Good <br />Housekeeping for Municipal Operations Program for 2021. <br />• Coordinate public meetings with City staff to invite input on adequacy of the City’s MS4 <br />Program and present program updates and activities to the City Council. <br />• Provide assistance with MS4 Annual Report. <br /> <br /> <br />Assumptions <br />• No training materials will be provided as part of this estimate. A separate Fee Estimate can be <br />provided for the various trainings required on an as -needed basis if desired by the city. <br />• Inspections for illicit discharge will not be provided as part of this estimate. A separate Fee <br />Estimate can be provided for illicit discharge inspections on an as-needed basis if desired by the <br />city. <br />• Inspections of structural BMPs, outfalls, and ponds will not be provided as part of this estimate. <br />A separate estimate can be provided for inspections if desired by the city. <br /> <br />Fee Estimate <br />Based on the scope of services described above, we propose a not -to -exceed fee of $20,200 to be billed on <br />an hourly basis. <br />
