MS4 Program Updates and Administration <br />January 18, 2022 <br />Page 2 <br /> <br />H:\ORNO\2022 New Projects\Fee Estimate - MS4 Program Updates.docx <br /> <br />• MCM 2: Public Participation and Involvement <br />o Review current public access to SWPPP, methods for public to provide input on adequacy of <br />SWPPP, and consideration of comments received with City. <br />o Review potential improvements and additions to public access to SWPPP, methods for public <br />to provide input on adequacy of SWPPP, and consideration of comments received with City. <br />o Review current and potentially new public involvement activities with City. <br /> <br />• MCM 3: Illicit Discharge Detection and Elimination (IDDE) <br />o Review the current IDDE Program with City, including ordinances, inspections, training, <br />written procedures, enforcement, and documentation. <br />o Review potential improvements and additions to the IDDE Program with City. <br />o Provide an ordinance template and coordinate ordinance update for inclusion of regulatory <br />mechanism that requires owners or custodians of pets to remove and properly dispose of <br />feces from permittee owned land areas. <br />o Provide an ordinance template and coordinate ordinance update for inclusion of regulatory <br />mechanism that requires proper salt storage at commercial, institutional, and non -NPDES <br />permitted industrial facilities. <br />o Develop map of high priority areas for illicit discharge inspections to be included in the <br />City’s GIS. <br />o Update written procedures for investigation, location, and elimination of illicit discharges, <br />procedures for spill response, and procedures for enforcement response based on new <br />requirements and City direction. <br />o Update the training program based on new requirements and City direction. <br /> <br />• MCM 4: Construction Site Runoff Control <br />o Review current erosion, sediment, and waste controls with the City, including ordinance s, <br />inspections, training, written procedures, site plan reviews, enforcement, and documentation. <br />o Review potential improvements and additions to erosion, sediment, and waste controls with <br />the city. <br />o Update written procedures for Site Plan reviews, procedures for construction site inspections, <br />procedures for receipt and consideration of reports of non -compliance with erosion, sediment, <br />and/or waste controls from the public, and procedures for enforcement response based on <br />new requirements and City direction . <br /> <br />• MCM 5: Post-Construction Stormwater Management <br />o Review current Post-construction Stormwater Management Program with the City, including <br />ordinances, inspections, training, written procedures, site plan reviews, maintenance <br />agreements, enforcement, and documentation. <br />o Review potential improvements and additions to the Post-construction Stormwater <br />Management Program with the City. <br />o Update the written procedures for Site Plan reviews, procedures for enforcement response, <br />and the maintenance agreement template for privately owned stormwater management <br />facilities necessary to meet governmental requirements based on new requirements and City <br />direction. <br /> <br />
