<br />H:\ORNO\2022 New Projects\Fee Estimate - MS4 Program Updates.docx <br /> <br />January 18, 2022 <br /> <br />Adam Edwards <br />City Administrator / City Engineer <br />City of Orono <br />2750 Kelley Parkway <br />Orono, MN 55356 <br /> <br /> <br />RE: MS4 Program Updates and Administration <br /> <br /> <br />Dear Adam: <br /> <br />As requested, we have prepared a scope of services and fee estimate for completing the MS4 (Municipal <br />Separate Storm Sewer System) Program updates necessary to meet the new MS4 Permit requirements and <br />providing annual MS4 Program administration for the city. Based on our understanding of the project, <br />we propose the following scope of work: <br /> <br />Communication <br />• Conduct an initial meeting with City staff to review the current MS4 Program and discuss <br />potential improvements and additions. <br />• Coordinate and meet with City staff as necessary to review progress toward MS4 Program <br />updates, discuss interim findings and recommendations, and solicit ideas and insight. <br /> <br />Storm Water Pollution Prevention Program (SWPPP) Updates <br />• MCM 1: Public Education and Outreach <br />o Review current Education and Outreach Plan with City to evaluate existing activities and <br />partnerships. <br />o Review potential improvements and additions to existing activities and partnerships with <br />City. <br />o Coordinate with City to identify stormwater-related issues of high priority. <br />o Develop educational materials to meet new requirements for distribution. Materials on two <br />specifically selected stormwater-related issues of high priority, illicit discharg e recognition <br />and reporting, salting and deicing, and pet waste must be distributed to the target audience <br />once per year. As part of this proposal, educational material to meet requirements for five <br />years is included. <br />o Update Education and Outreach Plan , including target audiences, specific activities, <br />schedules, and partnerships. <br /> <br />
