The Planning Commission should review and provide direction on the
proposed text amendment, the use and CUP, and the hardcover variance.
LOT ANALYSIS WORKSHEET
Section 78-305—Setbacks:
The proposal conforms to the required setbacks for principal buildings within the LR-1A district.
LR-1A Required Existing Proposed
Rear (south lot line) 50' NA 160'
Side Street 30' NA 50'
West Side 30' NA 148'
Lakeshore 75'for sewered lots NA 75'
Average Lakeshore Setback is based on the principal building located on the
Average Lakeshore property directly west at 1010 Old Long Lake Rd which is situated
approximately 50-feet from the ordinary high water level of Long Lake. The
LLRC's proposal meets this requirement.
Section 78-1403—Structural Building Coverage:
Structural coverage limitations do not apply as the property exceeds 2.0 acres (Cite:Section 78-1403).
Section 78-1680 and 78-1700—Hardcover Calculations:
The hardcover calculation summary is found on Page 1 of Exhibit E—Proposed Plans. The parking lot
improvements and building are shown outside the 75-foot setback.
•
Stormwater Total Area in Existing
Overlay District Zone Allowed Hardcover Hardcover Proposed Hardcover
Tier
48,298 s.f. 11,409 s.f. 19,885 s.f.
Tier 1 193,192 s.f.
(25%) (6%) (10.3%)
Applicable Regulations:
Hardcover Variance (Section 78-1608)
The total site hardcover proposed is below the maximum permitted, however there are two areas of
improvements within the 75-foot lake setback. The applicant is proposing a reinforced surface on the lake
side of the building at the entrance to the boat storage area. Approximately 330 square feet of this
permeable aggregate surface is within the 75-foot setback. The purpose for this surfacing is to facilitate
water infiltration and to allow for a cleaner, more stable surface for boat washing and pedestrian traffic
moving equipment in and out of the boathouse. Page 2 of the Landscape plan (attached as Exhibit D)
details the materials and cross-section illustrating the pervious nature of the product.
Additionally, a concrete surface is proposed for the lake access path.According to Section 78-1282, a 4-foot
wide stairway is permitted for access to the lake. The applicant has proposed to grade in a 4-foot wide,
concrete path in lieu of stairs as they believe it is more conducive to traversing the slope while carrying the
equipment to and from the docks than a permitted stairway. Both areas are defined as hardcover, neither
permissible as proposed. A permitted alternative for the concrete path to the lake would be to include
some stairs to break up the sidewalk so the improvement can be permitted under Section 78-1282.To
