Staff further recommends approval of the Conditional Use permit with conditions as <br /> outlined on page 7. <br /> • Background <br /> In the fall of 2019,the Long Lake Rowing Crew (LLRC)approached the City about the prospect of partnering <br /> to construct a boathouse at Orono's Summit Beach Park. The Park Commission considered the proposal at <br /> two meetings November 2019 (packet and minutes attached as Exhibits M & N) and March 2020(packet <br /> and minutes attached as Exhibits 0 & P). <br /> In July 2020,the City Council reviewed the LLRC's request(packet and minutes attached as Exhibits Q& R). <br /> No formal action was taken by the Council. Rather,the purpose of the meeting was to allow the applicant <br /> to introduce the proposal and to receive input from residents. Individual Council members provided their <br /> initial thoughts and guidance to the club and to the community. Comments centered on the benefits of <br /> private public partnerships for our parks and the need for there to be balance (between the size of any <br /> facility and nature of the park) and the need to maintain dialog moving forward. <br /> Request Summary <br /> Rowing clubs are not a specific listed use in the Zoning Code,though the Council could find them similar to <br /> golf courses, country clubs,tennis clubs,which are conditional uses in the residential districts. Summit <br /> Beach Park is located within the LR-1A zoning district; publicly owned parks are permitted uses within this <br /> district. With this application the LLRC is requesting consideration of an amendment to add "rowing clubs" <br /> as an allowed conditional use within the LR-1A zoning district.Additionally, if amenable to the proposed <br /> text amendment,the LLRC requests approval of a conditional use permit (CUP)for the rowing club. <br /> Contingent upon formalization of a public-private partnership agreement with the City,the applicant <br /> requests CUP approval to construct the Long Lake Community Rowing Center on the property.There are <br /> hardcover improvements proposed within the 75-foot setback which require variances. <br />
