Any <br /> deviation from the hardcover limitations will establish precedent for future requests. <br /> Site Plan Review <br /> The applicant is proposing a one and a half story building with an 85.7'x 66'footprint.The lower level is <br /> 5,656 square feet and the second level is 2,010 square feet; resulting in 7,666 total square feet. <br /> Approximately 75%of the lower level will function as storage for the boats; a conference room, club <br /> restrooms and a public restroom will make up the remainder of the space.The second story is made up <br /> primarily of a workout area with a small office and lounge. The design of the second level of the building <br /> with somewhat of a half story does appear to reduce the mass of the building when viewed from East Long <br /> Lake Road. <br /> The applicant has provided an exterior lighting plan (Exhibit H); all lighting is shown to be down directed or <br /> shielded.They are proposing to plant 7 white pine trees and 6 balsam fir trees to screen the building from <br /> East Long Lake Road. The plans show an identification sign on the building near the main entrance which is <br /> approximately 6 square feet in area which is the maximum wall sign size permitted in the residential <br /> districts. No other signage is proposed. <br /> A number of public improvements will be provided. At the City's request, in addition to parking lot <br /> improvements,the applicant has provided a public restroom.They are also showing a public picnic table <br /> area, docks, and a designated space for public boat storage racks.A covered deck area on the lakeside of <br /> the building is also accessible to the public.The public boat storage and other proposed public <br /> • improvements should be discussed, however the finalization of the public improvement details will be <br /> reviewed by the Park Commission at a later date. <br /> During the Park Commission and City Council feedback sessions,the applicant was encouraged to reduce <br /> the size of the building which was originally proposed to be 80'x 50'.The current proposal has a footprint <br /> which is approximately 1,600 square feet larger than originally proposed. <br /> Text Amendment <br /> The applicant's proposed language change is minimal and specific to their desired use (Exhibit J).The <br /> applicant proposes to add "Rowing Clubs"to the list of allowed conditional uses within the LR-1A district <br /> and are suggesting the following conditions: <br /> 1. The use must be not for profit, and <br /> 2. The use will be conducted on city-owned property via a lease. <br /> It may be appropriate to include additional conditions within the Code or the Council may add reasonable <br /> conditions as applicable.The specificity of the language proposed will limit opportunities for additional <br /> rowing clubs,especially on private land. <br /> Governing Regulation:Variance(Section 78-123) <br /> In reviewing applications for variance, the Planning Commission shall consider the effect of the proposed <br /> variance upon the health,safety and welfare of the community, existing and anticipated traffic conditions, <br /> light and air, danger of fire, risk to the public safety, and the effect on values of property in the surrounding <br /> area. The Planning Commission shall consider recommending approval for variances from the literal <br /> • provisions of the Zoning Code in instances where their strict enforcement would cause practical difficulties <br /> because of circumstances unique to the individual property under consideration, and shall recommend <br />
