Mr. Adam Edwards <br />March 5, 2021 <br />Page 2 <br />G:\.Clients All\Orono\Proposals\2021 Public Works Facility Sewer and Water Design\20210305 AEdwards PROP utility extension to PW facility Final.docx <br />anticipated project schedule adjustments that may be necessary based on the outcome <br />of these discussions. <br />Deliverables: project schedule adjustments (if any), and BNSF and MNDOT perm its <br />necessary for construction. <br />Task C: Geotechnical Evaluation <br />WSB’s fee includes two soil borings to a depth of 15 feet. Based on a review of the <br />information provided, it appears that the site can be accessed with our CME-55 Track- <br />mounted auger drill. WSB will complete Gopher State One Call (GSOC) utility clearance <br />to have public underground utilities located. Private utilities are the responsibility of the <br />site owner to mark, and WSB should be notified of any private underground utilities <br />onsite. If borings are extended due to unsuitable soils at termination depths (organics, <br />fills, etc), an additional charge of $20 per lineal foot will be assessed. Samples retrieved <br />during drilling will be returned to our laboratory where they will be reviewed, classified <br />using the Unified Soil Classification System (USCS) and logged under the direction of a <br />geotechnical engineer. Select samples will be set aside for laboratory testing. We may <br />perform routine laboratory tests on selected soil samples obtained from the exploration. <br />Deliverables: Geotechnical Evaluation Report. <br />Task D: Survey and Mapping <br />Topographic survey will be collected on the north and south ends of the anticipated pipe <br />boring location as needed to complete the work identified in Tasks E and G. GSOC <br />Design locates will also be completed as part of this task. <br />Task E: Utility and Stormwater Management Design <br />The sewer and water service sizes will be based on a facility that is 120% of the size of <br />the existing Public Works Facility located at 365 Old Crystal Bay RD. The sanitary sewer <br />will serve the building wastewater needs and the watermain will serve the building water <br />needs as well as bulk water demand (e.g. brine making). <br />The project will be located entirely within the Minnehaha Creek Watershed District <br />(MCWD) boundary. Linear projects including utility construction that create less than <br />10,000 sq-ft of new impervious are exempt for the stormwater management rule. <br />Therefore, we do not anticipate any permeant stormwater management design will be <br />required for this project. There also does not appear to be any wetland or floodplain <br />impacts as a result of the work outlined in the RFP. <br />Deliverables: Design Memo outlining water and sewer sizing requirements. <br />Task F: Environmental Documentation and Permits <br />Based on the information provided in the RFP we anticipate that the following permits will <br />be necessary: <br />• MCWD Erosion Control Permit (Required for disturbance greater than 5,000 sq-ft <br />of 50 CY) <br />• MDH Watermain Permit <br />• MPCA Sewer Extension Permit
