Metropolitan Council Environmental Services (MCES):The division of the Metropolitan Council <br /> (Council)responsible for the regional wastewater conveyance and treatment operations, <br /> Industrial Wastewater management,water quality monitoring and water supply planning. <br /> Metropolitan Disposal System (MDS):All facilities(e.g.pipes,meters, lift stations or wastewater <br /> treatment plants)that are part of MCES' sewer service area and owned by the Council. These are <br /> generally the wastewater treatment plants and related conveyance systems in the Metropolitan <br /> Area. <br /> Net Credit:This is a SAC Credit,based on SAC previously paid, over the amount needed on a Site <br /> being redeveloped.At a Communities' option,these are allowed to be accumulated throughout <br /> the Community(Community-Wide Credits)or retained for the future use on the Site from which <br /> they are derived(Site-Specific).Note that no Net Credits are derived from Non-Conforming <br /> Continuous Demand(i.e.where SAC was not paid).Net Credit from Non-Conforming <br /> Grandparent Demand is allowed to be retained for future use on the Site but only for 5 years after <br /> a redetermination first uncovers the Grandparent situation. <br /> Net SAC:The gross SAC Determination charge for the use being permitted less any applicable <br /> Credits.Net SAC units are rounded to the nearest whole number(i.e. 2.49 is rounded to 2, while <br /> 2.50 is rounded to 3).A Determination that includes a new building replacing a demolished <br /> building shall have each of the new and demolished buildings rounded to the nearest whole <br /> number. (i.e.A new 2 SAC park shelter is replacing a 1 SAC demolished park shelter; both the <br /> new and the demolished building is rounded to the nearest whole number to calculate the Net <br /> SAC.) <br /> New Use:The redevelopment of a property for a different use,as evidenced by: i)a building permit; <br /> ii)other type of permit or license issued by a Community; or iii)certain other official <br /> governmental actions, subject to MCES approval. Previously approved other official actions and <br /> the evidence presented to MCES have included: i)expenses to pave a Site as a parking lot; ii)a <br /> resolution by a Community to designate a Site as park land; iii)approval as a right-of-way for a <br /> road; iv)evidence that the Site is unbuildable under Community codes; v)zoning and <br /> Comprehensive Plan changes for a Site that limit the future use; and vi)water-use restrictions <br /> that limit the use of the property approved by Community Council resolution or Community <br /> Ordinance. A subdivision of a parcel into multiple parcels for redevelopment does not constitute <br /> a New Use. <br /> Non-Conforming Credit:Either a Continuous Demand or Grandparent Credit. <br /> Permitted Industrial User:Any user of the MDS who discharges Industrial Wastewater is subject to <br /> MCES permitting requirements. The user shall complete an Industrial Discharge Permit <br /> application or Wastewater Discharge Survey, as required by MCES. <br /> Phased Development:Any area where the Community or developer is formally redeveloping a <br /> defined contiguous area with multiple properties over an extended period of time. See rules at <br /> 5.4.3. <br /> Phased Development Plans:These plans generally must include: the geographical area being <br /> redeveloped;the number,type and location of the properties; number of potential Credits; type of <br /> development planned(including identification of buildings expected to include Process <br /> Discharge from industrial development); and the expected year of development for each <br /> phase/area. <br /> Page I 5 <br />
