Process Discharge: See Industrial Wastewater. <br /> Publicly Assisted Housing:Publicly-assisted housing or housing that qualifies for public subsidy of <br /> rents based on resident's income. <br /> Publicly-Owned Treatment Plant:A wastewater treatment plant owned by the Community that it <br /> services.This does not include cluster systems, 201 systems, septic systems of any type, and <br /> similar treatment works that are not available to the general public in the service area. <br /> Rebate Program:January 1, 1973,through December 31, 1986,MCES' predecessors collected SAC <br /> on all development, even where and when sewer availability was uncertain.During 1987 through <br /> 1989, MCES allowed Communities to receive rebates on those properties that were not <br /> connected to sanitary sewer on a voluntary basis for these paid but unused SAC. <br /> Residential Property:A property that is used exclusively for permanent human living space, <br /> including single family homes,Apartments, attached homes,townhouses,cooperative housing, <br /> Condominiums,and manufactured homes. Does not include motels/hotels, camps,nursing <br /> homes,or prisons. <br /> Rural Center:The Council's definition of certain Communities outside the traditional urban area, <br /> but within the Metropolitan Area,for comprehensive planning purpose. <br /> Sewer Availability Charge (SAC):The MCES charge to Communities,pursuant to Minnesota <br /> Statutes section 473.517 subd. (3)for their portion of reserved capacity in the MDS. <br /> Site:A specific, contiguous geographic location that can be identified by a particular address, or <br /> addresses,or property identification description(s). It may be a multi-tenant building or retail <br /> mall.Multiple buildings on one Site with individual sewer connections are not considered one <br /> Site. <br /> Site-Specific Credit:A SAC Credit restricted to future use only for the benefit of the specific Site or <br /> Campus for which a Community paid SAC.Demolitions are indicative only of potential Credits, <br /> not actual Credits. <br /> Temporary Capacity Charge:For Commercial Properties,the Temporary Capacity Charge is an <br /> option available to a Community, as a substitute for SAC,when a temporary use of a property <br /> occurs for 36 months or less. <br /> For Permitted Industrial Users, it is an option in select circumstances. Temporary Capacity <br /> Charge is invoiced to, and paid directly by a Permitted Industrial User. It does not commit the <br /> Council to providing permanent capacity. <br /> Payment of the Temporary Capacity Charge is analogous to a temporary rental of MDS reserved <br /> capacity due to the temporary nature of a service. <br /> Volume Study:A comprehensive water use review of a Permitted Industrial User for the purpose of <br /> verifying efforts to reduce Capacity Demand. These studies shall consist of a minimum of 30 <br /> operating days and will review incoming water meter data,metered or estimated: water used in <br /> product or lawn irrigation;water used for cooling purposes not discharged to the sanitary sewer; <br /> water lost to evaporation; and all wastewater streams discharged to the sanitary sewer. The daily <br /> Capacity Demand is the total volume of wastewater discharged to the sanitary sewer divided by <br /> the number of operating days. <br /> Waste Discharge Rules:The Council's adopted rules for use of the MDS as authorized by Minnesota <br /> Statutes chapter 473, and may be amended from time to time. <br /> Page I6 <br />
