Energy Facility Permitting <br /> r MINNESOTA 85 7th Place East,Suite 500 <br /> DEPARTMENT OF St. Paul, Minnesota 55101-2198 <br /> COMMERCE ph 651.296.4026 I fax 651.297.7891 <br /> http://mn.gov/commerce/energyfacilities <br /> PERMIT COMPLIANCE FILING REVIEW <br /> PUC Docket No. E002/TL-11-223 <br /> Northern States Power Company, A Minnesota Corporation (Xcel Energy) filed compliance <br /> documents pertaining to the Route Permit issued by the Commission on April 6, 2012, for the <br /> Orono Substation Expansion and New 115 kV Transmission Line Project. <br /> The following documents were submitted in accordance with the HVTL Route Permit: <br /> Filing Permit Description e-Docket Document Date Filed <br /> Number Section(s) Number <br /> 1 3,1, 4.1 Route Alignment 20133-84932-01 March 22,2013 <br /> Information <br /> Plan and Profile—11 5 kV Transmission Line <br /> On January 18, 2013, Xcel Energy filed signed Plan and Profile drawings of the proposed <br /> transmission line, based on comments from EFP staff Xcel Energy filed an amended Plan and <br /> Profile on February 7, 2013.' EFP staff reviewed the filing and in a February 12, 2013, letter to <br /> Executive Director Haar, informed the Executive Director that EFP staff believed information <br /> provided by Xcel Energy in the February 7, 2013, filing was consistent with the terms and <br /> conditions of the Route Permit.2 <br /> Section 3.1 of the Route Permit provides for alignment modifications within the approved route: <br /> Any alignment modifications within this designated route shall be located so as to have <br /> comparable overall impacts relative to the factors in Minnesota Rule 7850.4100 as does <br /> the alignment identified in this permit, and shall be specifically identified and <br /> documented in and approved as part of the Plan and Profile submitted pursuant to <br /> Section 4.1 of this permit. <br /> Although not specifically identified, the Plan and Profile filed February 7, 2013, includes an <br /> alignment modification from the preliminary alignment shown in the Route Permit. The <br /> alignment modification is within the permitted route. <br /> At the request of EFP staff, Xcel Energy provided additional information on the modified <br /> alignment in a March 22, 2013, filing. The March 22, 2013, filing compares the modification to <br /> the alignment shown in the map attached to the Route Permit and provides a summary of overall <br /> impacts relative to the factors in Minnesota Rule 7850.4100.
