Conductors <br /> 23. The phases for this project would be constructed with three single steel supported <br /> aluminum conductors (ACSS) which each consist of a single conductor comprised <br /> of seven steel core strands surrounded by 26 outer aluminum strands. The separate <br /> conductors are 795,000 circular mils or approximately 1.092 to 1.139 inches in <br /> diameter.25 <br /> 24. Two 318th inch diameter extra high strength steel, seven strand shield wires will be <br /> installed to protect from lightning strike.26 Xcel Energy would also install fiber <br /> optic shield wire along the entire length of the project for possible future use.27 <br /> Substation <br /> 25. The project would replace the existing 69 kV Orono Substation with an expanded <br /> 115 kV substation at the same location. Replacement of the existing 69 kV Orono <br /> Substation with an expanded 115 kV Orono Substation would take place in the <br /> southwest portion of the 16 acre parcel owned by Xcel Energy, encompassing the <br /> existing 69kV site. No additional land would need to be acquired or rights-of-way <br /> obtained for the substation work proposed in the route permit application.28 <br /> 26. Depending upon the type of landscaping determined for final substation design, <br /> Xcel Energy may seek an agreement with the HFHOA to construct a berm <br /> extending up to 50 feet to the west of the Xcel Energy property line.29 <br /> 27. Xcel Energy will grade a total area of approximately 1.6 acres, for the substation <br /> and re-aligned access road to ensure both a stable base for the substation equipment <br /> and proper drainage and runoff control.30 <br /> 28. Project work at the substation would entail: <br /> • Removal of the termination structure for Great River Energy's (GRE) 69 kV <br /> transmission line; switchgear from the existing 69 kV substation will be reused <br /> in its existing location. <br /> • Installation of a mobile substation or use of GRE's existing 69 kV transmission <br /> line during construction to ensure that service is maintained until the 115 kV <br /> source is energized. <br /> • Installation of a new 115-13.8 kV substation with a 28 mega volt ampere <br /> (MVA), 118-14.3 kV transformer. <br /> 25 Ex. 12 at p. 10(EA) <br /> 26 Ibid. <br /> 27 Ex. 17 at Schedule 11 (Sedarski Direct). <br /> 28 Ex. 12 at p. 17(EA) <br /> 29 Ex. 17 at p.5 and Schedules 7 and 8(Sedarski Direct) <br /> 30 Ex. 12 at p. 17(EA) <br /> 8 <br />
