• Installation of two 115 kV line terminations, each with a motor—operated <br /> transmission line switch, one with a quick-break line dropping whip. <br /> • Installation of two single-phase coupling capacitor voltage instrument <br /> transformers with carrier accessories. <br /> • Installation of two 2000 amp line traps and tuners. <br /> • Installation of six 76 kV maximum continuous operating voltage station class <br /> surge arresters.31 <br /> Project Schedule <br /> 29. Xcel Energy stated in their application that they anticipate that construction of the <br /> project would begin in the first quarter of 2012 with a second quarter 2013 in- <br /> service date based on information known as of the date of the route permit <br /> application filing. The schedule may be subject to revision as further information is <br /> developed.32 <br /> Project Cost <br /> 30. Xcel Energy estimates the total cost of the project, including expansion of the <br /> Orono Substation as well as cost of structures, insulators, conductors, labor, and <br /> cost of equipment used to construct the new line to be approximately $5.3 million <br /> for the Xcel Proposed Route and $5.4 million for the Baker Park Reserve Route <br /> Alternative. Project cost does not include right-of-way acquisition costs.33 <br /> 31. Xcel Energy's typical annual operating and maintenance costs, for 115 kV <br /> transmission lines in its Upper Midwest system, incorporating line and inspections, <br /> vegetation management, and maintenance and repairs as needed, are approximately <br /> $300 to $500 per mile of transmission line right-of-way. Transmission line <br /> inspections are typically performed by airplane or helicopter on a regular basis. <br /> Inspections of substations and other equipment are generally performed on an <br /> annual or semi-annual basis depending on the type of equipment. Maintenance and <br /> repairs to substations are performed on an as-needed basis with costs varying from <br /> substation to substation.34 <br /> Procedural Summary <br /> 32. Xcel Energy initially sought local review of the project from the city of Orono and <br /> submitted a conditional use permit to the city on August 20, 2010. Xcel Energy <br /> notified the Commission of its intent to follow the local review process on <br /> September 1, 2010.
