<br /> <br />August 5, 2020 <br /> <br />Adam Edwards, City Engineer <br />City of Orono <br />2750 Kelley Parkway <br />Orono, Minnesota 55323 <br /> <br /> <br />Re: City of Orono <br />New Public Works Campus Feasibility Study <br /> Commission No. 202127 <br /> <br />Dear Adam: <br /> <br />We are pleased to submit our findings in the Feasibility Study of a potential new Public Works <br />Campus at 365 Old Crystal Bay Road North in Orono, Minnesota. From our conversations with <br />you, our tour of your existing facility and our visit to the proposed site, we have developed a <br />recommended concept for development and an estimated project cost for your consideration. We <br />have worked closely with Bolton & Menk to ensure that grading and utility concepts work on the <br />site and are accurately forecasted as part of the estimated project costs. <br /> <br />Space Needs: <br /> <br />Based upon our conversations with you, our tour of your existing facility, and our experience <br />working on public works facilities, we propose that a planned development at 365 Old Crystal Bay <br />Road include the following space, which results in a building approximately 20% larger than the <br />city’s current Public Works facility: <br /> <br />Vehicle Storage (includes Maintenance and Wash bays) 26,900 sf <br />Support Shops and Storage 4,750 sf <br />Office and Staff Support Spaces 3,000 sf <br />TOTAL GROSS BUILDING AREA 34,650 sf <br /> <br />In addition to the enclosed building noted above, outdoor storage for commodity materials as <br />well as a sand storage shelter should be planned on the site. <br /> <br />Site Options: <br /> <br />We developed two site layout options for the city’s consideration. Both are attached to this report. <br /> <br />Option A: <br />The existing topography of the property at 365 Old Crystal Bay Road drops 28’ from the <br />highpoint at Old Crystal Bay Road on the east property line to the west property line 1200’ to <br />the west. To minimize the site grading, Option A locates the building footprint as far east as <br />possible and tight to the 30’ setback from the southern property line. While this lessens the cost <br />of grading, the building would be very close to the neighboring residence and would not leave <br />any space for future city development (such as a fire station) on the property. <br />
