CITY OF ORONO MEMORANDUM <br /> <br />DATE: August 13th, 2020 <br />TO: Orono City Council <br />FROM: Adam Edwards, P.E., Public Works Director / City Engineer <br />RE: Public Works Move Feasibility Study <br /> <br /> <br />1. Purpose. The purpose of this work session item is to review and discuss the feasibility of <br />moving/constructing a new PW facility. <br /> <br />2. Background. The City council has expressed an interest in procuring land and constructing a new <br />public works facility and perhaps Fire station. To help inform future action related to that interest, Staff <br />initiated a feasibility study. Wold Architects and Engineering with collaboration from Bolton and Menk, <br />Inc. developed the attached feasibility study. <br /> <br />3. Study Summary. Using the Site at 365 Old Crystal Bay Road and incorporating a 34,600 sq ft <br />facility could cost in the neighborhood of $9.8M plus land acquisition costs to construct. <br /> <br />4. Facility Square foot cost estimate. The facility price per square foot is a key price driver in the <br />estimate. After reviewing the report we asked Wold how they $200/Sqft was derived. They provided the <br />following: The $200/sf is an estimate based upon recently built projects. We've had similar size pre- <br />engineered steel buildings with no office space or support shops bid within the last year at $150- <br />175/sf. Similarly, the office areas and support shops and storage would likely be closer to $300/sf. Adjusting <br />the two costs per sf for their proportional size, minor deviations in scope and two years on inflation, results in <br />the $200/sf <br /> <br />5. Discussion points. <br />a. Would a phased approach be feasible (Land/utilities/master plan/grading/structure)? What are <br />other alternatives? Improvements at existing site, different site? <br />b. What is the expectation on project timeline? <br />c. How would the project be funded? <br />d. Impact to current site maintenance and improvements. <br />e. Is this something the Council wishes to pursue? <br /> <br />6. Council action requested.
