a. Procuring and maintaining cellular service from a reliable carrier who provides <br />phone numbers in the local calling area of Orono. <br />b. Providing documentation in a manner prescribed by the Finance Director to activate <br />and maintain monthly allowance payments. <br />c. Notifying the City within five (5) business days of the cellular service being <br />disconnected or phone number being changed. <br />d. Limiting personal calls, incoming and outgoing, during work hours so as not to <br />interfere with City business or the performance of the employee’s job. <br />e. Replacement or repair of the phone. <br /> <br /> No allowance will be paid when an employee is in a leave status exceeding forty-five (45) <br />days, unless approved by the City Council Administrator. No allowance will be paid when an <br />employee is in an unpaid leave status. <br /> <br /> Approved Uses <br /> Employees receiving a City-owned cell phone or cell phone allowance will be responsible <br />for the following: <br /> <br />a. Employees are expected to keep their cell phones turned on during their designated <br />working and on-call hours to assure they can be reached. <br />b. Retrieving messages on voice mail if telephone calls are missed on the cell phone. <br />c. Ensuring that use of the phone does not provide a distraction to the employee during <br />work hours. This includes setting the cell phone to a silent alert mode during <br />meetings and other times that an interruption is undesirable. <br />d. Employees in possession of City-owned cell phones are required to care for the <br />equipment in a responsible manner and to take appropriate precautions to prevent <br />theft, damage, and vandalism. <br />e. Providing adequate security for the phone to prevent unauthorized users from <br />accessing work-related telephone numbers or documents stored on the cell phone, <br />including, but not limited to, using a pass-code lock function when available. <br />f. Limited Personal Use Exception: Personal use during off-peak and weekend hours <br />is permitted with City-owned cell phones, provided no costs are incurred by the <br />City for such use. If the City does incur costs for employee’s personal use, the <br />employee will be responsible for immediate payment of the personal use charges. <br /> <br /> Unapproved Uses <br /> Employees receiving a City-owned cell phone are prohibited from the following: <br />a. Using City-owned cell phones for personal long-distance. <br />b. Use of the equipment for personal profit or gain. <br />c. To transmit, receive or distribute pornographic, obscene, abusive, or sexually <br />explicit materials, or materials containing unclothed or partially clothed people. <br />d. To violate any local, state, or federal law or engage in any type of illegal activity. <br />e. To engage in any form of gambling. <br />f. To engage in any type of harassment or discrimination, including but not limited to <br />sexual harassment and harassment or discrimination based upon race, gender, <br />sexual orientation, religion, national origin, marital status, status with respect to
