July 20, 2020 page 7 <br />Water system, individual, means a water system which may include supply, treatment and 245 <br />distribution which serves only one lot (e.g., private well). 246 <br />Water system, private community, means a water system which may include supply, treatment and 247 <br />distribution facilities, established by a subdivider to serve two or more lots, which system is independent 248 <br />from the public water system. 249 <br />Water system, public, means a water system which may include supply, treatment and distribution 250 <br />facilities owned and maintained by the city. 251 <br />Cross reference— Definitions generally, § 1-2. 252 <br />Sec. 82-3. - Scope. 253 <br />Subdivision and platting of land in the city shall be regulated by this chapter. 254 <br />Sec. 82-4. - Policy. 255 <br />(a) It is the policy of the city to consider the subdivision of land and the subsequent development of 256 <br />subdivided land as subject to the control of the city pursuant to the official Community Management 257 <br />Plan of the city and this chapter for the orderly, planned, efficient and economical development of the 258 <br />city. 259 <br />(b) Land to be subdivided shall be of such character that it can be used safely for building purposes 260 <br />without danger to health or peril from fire, flood or other menace. Land shall not be subdivided until 261 <br />adequate public and private facilities and improvements exist and proper provision has been made for 262 <br />drainage, water, sewerage and capital improvements, such as schools, parks, recreation facilities, 263 <br />transportation facilities and other public improvements. 264 <br />(c) The existing and proposed public and private improvements shall conform to and be properly related 265 <br />to the proposals shown in the Community Management Plan of the city, and it is intended that this 266 <br />chapter shall supplement and facilitate the enforcement of the provisions and standards contained in 267 <br />the official controls and Community Management Plan of the city. 268 <br />Sec. 82-5. - Purposes. 269 <br />This chapter is adopted for the following purposes: 270 <br />(1) To protect and provide for the public health, safety and general welfare of the city and to prevent 271 <br />harm to the public health, safety and general welfare. 272 <br />(2) To guide the future growth and development of the city in accordance with the Community 273 <br />Management Plan. 274 <br />(3) To provide for adequate light, air and privacy; to secure safety from fire, flood and other danger; 275 <br />and to prevent overcrowding of the land and undue congestion of population. 276 <br />(4) To protect the character of the land to be divided as well as the surrounding lands and the social 277 <br />and economic stability of all parts of the city and to encourage the orderly and beneficial 278 <br />development of all parts of the city. 279 <br />(5) To protect and conserve the value of land throughout the city and the value of structures and 280 <br />other improvements upon the land, and to minimize the conflicts among the uses of land. 281 <br />(6) To guide public and private policy and action in order to provide adequate and efficient 282 <br />transportation, water, sewerage, schools, parks, playgrounds, recreation and other public 283 <br />requirements and facilities. 284
