MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, June 8, 2020 <br />6:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 16 of 21 <br /> <br />Edwards said Orono’s program is modeled almost completely after Golden Valley, because they are kind <br />of the model in the metro that everybody uses. He backed out the road construction provision that some <br />cities have in their ordinances. He got the feeling from a previous discussion that might be considered <br />overstepping. He said that is another successful provision some cities use; they primarily use it on a road <br />reconstruct such as a full rebuild/full utility replacement; they will require all of the service lines be <br />televised, and any that need to be replaced can be replaced as part of the project. The advantage is that <br />there can be a better cost because the same vendor/contractor is doing all the utility work at once. He <br />noted Delano did one of those projects about a year ago, where they did a complete reconstruct. <br /> <br />Walsh stated that made sense because they talked in general that they did not want to willy-nilly go out <br />and do it. If it is limited to a full road reconstruct, everything is already opened up, 20 locations could be <br />solved at the same time and it’s good for ten years. He noted that in Golden Valley, if you list your house, <br />you have to have the inspection; if you take your house off the market and list it a year later, you have to <br />do everything all over again. Orono is more reasonable because they are doing ten years and when they <br />are doing it, it is being fixed correctly the first time. He asked if the Council wanted to add back in the full <br />reconstruct. <br /> <br />Printup said he would not do it now because not only is it bad timing, but the City is just stepping into it. <br /> <br />Walsh agreed that it could always be added. Also, there are no full road reconstructions in front of the <br />City that he is aware of this year or next year. <br /> <br />Edwards stated there are none anytime soon that are full reconstructs and where there would be utilities. <br /> <br />Seals said she feels it might be too much because she is still getting emails on the utilities. <br /> <br />Walsh noted he would like to get it in place and was glad Johnson confirmed a number of things with <br />Golden Valley. If the City needs to make tweaks as they go along, they can do so. <br /> <br />Crosby stated the reconstruct portion definitely needs to be added in the future. <br /> <br />Printup asked if there would be people that would be interested in it because they don’t want a backup <br />and so they would do it on their own. <br /> <br />Crosby said there would be some people. <br /> <br />Seals stated her husband would be one of them. <br /> <br />Walsh said if someone has backups, they would be doing a camera at some point to figure out what is <br />causing the problem. <br /> <br />Printup stated he has no interest in knocking on doors and saying that the City government is here. He is <br />in favor of it as people are heading out of town. <br /> <br />Johnson noted some people in Orono move within the City. <br /> <br />Walsh said if they are buying a new house, they know they are getting theirs done, too. <br />
