MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, June 8, 2020 <br />6:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 17 of 21 <br /> <br />Crosby said it gives people something not to worry about, which could be a major inconvenience moving <br />in and then having your sewer back up. <br /> <br />Johnson noted that this is the big picture. There are provisions that say under certain circumstances a <br />homeowner would not need it; for example. if the principal dwelling will be demolished but the “when” is <br />not addressed. He said the details need more attention and he can share what he has. <br /> <br />Walsh asked if this is a motion or to provide direction. <br /> <br />Edwards said it was brought as a motion for approval. If there is further direction, he is happy to take that. <br /> <br />Walsh noted it says Council action: review and provide direction. <br /> <br />Edwards said he had not updated the agenda item. <br /> <br />Walsh said if there were additional things Johnson would like to go over, he would not have any problem <br />passing it with conditions of Johnson having a few tweaks with Rief so it can be nailed down. <br /> <br />Edwards stated there are two parts: one, getting an ordinance approved and put on the book. Two, there <br />are standard operating procedure things that need to be in place, not all of which are in place, such as the <br />engineering guidance; if the City only accepts a video, what format it will be; what level of defects in a <br />pipe are going to trigger the City to say it needs to be replaced. He said if Johnson’s corrections are <br />ordinance-related, he would not want to approve an ordinance that is still in draft. <br /> <br />Johnson said his proposal is to not approve this because the ordinance takes effect immediately upon <br />passage. There is no communication about it. He stated it could be taken off-line and he would be willing <br />to work on it with Edwards. <br /> <br />Walsh stated it could then be brought back and what got changed can be discussed and the Council can <br />move forward. <br /> <br />Printup moved to table, Seals seconded, the Sanitary Sewer Service Line Inspection Program – <br />Ordinance. VOTE: Ayes 5, Nays 0. <br /> <br />MAYOR/COUNCIL REPORT <br /> <br />Seals asked everyone to take care of themselves and go to some restaurants which are finally opening. <br />School is over but she didn’t notice a change at her house. <br /> <br />Johnson said there was an incident across from his house and he hopes for the best for everybody. His son <br />is in the National Guard so he has been paying particular attention to the looters. He noted the protestors <br />are not his concerns but the looters are. He said the citizen soldiers are giving orders and we have to <br />respect what they are doing right now. The events add a little more pressure to the circumstances right <br />now. He said he is a realtor, and currently the market is in good shape. His vision is really small, it is the <br />Lake Minnetonka area, and there is a lot of interest in real estate right now. He thinks people are tired of <br />being cooped up. <br />
