MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,July 13, 2020 <br /> 6:00 o'clock p.m. <br /> Barnhart clarified that he told them to not do anything they do not have a permit for. <br /> Walsh indicated Barnhart basically said that was a yes. <br /> Barnhart said he wanted to be careful because"stop work" is an order and he did not do that because they <br /> had permission to do work. <br /> Johnson noted that Staff gave the owner the appropriate advice, which is to not do any work they have not <br /> been approved to do. <br /> Barnhart agreed with Johnson. <br /> Johnson stated the owner did it anyway. <br /> Walsh said they could approve it but with a note-to-self that there may need to be more conversation <br /> about it. <br /> Johnson indicated there were 11 note-to-selfs on this one. <br /> Crosby stated there are two separate projects going and they cannot be confused. He does not know if <br /> there has been that many on this particular project. <br /> Walsh asked if this is the Dunkley property. <br /> Crosby clarified that this is the Vogstrom property and the two should not be put together because they <br /> are two different projects. He did not think there were that many passes on the Vogstrom property. <br /> Seals stated there have been enough. <br /> Crosby said he does not want the Council to stand on the hill to prove themselves right. The"I've got to <br /> be right"phrase does not do much for him. <br /> Seals stated if someone were to look at the amount of time Council and Staff spent on after-the-fact stuff <br /> on this property compared to other properties, it does not make sense. A lot of residents play by the rules <br /> and follow the letter of the law and find ways to accomplish projects without after-the-fact stuff. She said <br /> she would put money on the table that there will be another after-the-fact issue. <br /> Johnson stated that will happen particularly if there is not a consequence. <br /> Walsh noted with the stairs going down to the lake they might get a pass, but the City has to keep their <br /> eyes open in case there are different issues, not unlike the boathouse. <br /> Johnson asked if there were different fees for after-the-fact variances. <br /> Walsh said it was possibly double. <br /> Page 11 of 19 <br />
