2012 (3) In all blocks, the city shall require the reservation of an easement through the block to <br /> 2013 accommodate utilities,drainage facilities or pedestrian traffic.Pedestrian ways or crosswalks,not <br /> 2014 less than ten feet wide,may be required by the city through the center of blocks more than 800 <br /> 2015 feet long where deemed essential to provide circulation of access to schools, playgrounds, <br /> 2016 shopping centers,transportation or other community facilities.Blocks designed for industrial uses <br /> 2017 shall be of such length and width as may be determined suitable by the city for prospective use. <br /> 2018 (d) Access to primary arterials. The arrangement of streets shall provide for the continuation of streets <br /> 2044 between adjacent properties when such continuation is necessary for convenient movement of <br /> 2045 traffic,effective fire protection,for efficient provision of utilities,and where such continuation is <br /> 4046 in accordance with the city -••• - • . - .. . .•Community Management Plan.If the <br /> 2047 adjacent property is undeveloped and the street must be a dead-end street temporarily,the right- <br /> 4048 of-way shall be extended to the property line and a temporary cul de sac provided.The city may <br /> 2049 limit the length of temporary dead-end streets in accordance with this chapter. <br /> 2050 (2) Dead-end roads(permanent).Where a road does not extend to the boundary of the subdivision <br /> 2051 and its continuation is not required by the city for access to adjoining property,its terminus shall <br /> 4052 normally not be nearer to such boundary than 50 feet. However, the city may require the <br /> 2053 reservation of an appropriate easement to accommodate drainage facilities,pedestrian traffic or <br /> 2054 utilities.A cul-de-sac shall be provided at the end of a permanent dead-end street in accordance <br /> 2055 with the city's construction standards and specifications.
