1968 (b) Access to improved public roadways over existing private roadways. Wherever the area to be <br /> 1969 subdivided is to utilize an existing private roadway in order to gain access to the public roadway,such <br /> 1970 private roadway shall be suitably improved as provided in this section for public roadways. <br /> 1971 Sec.82-283.-On-site roadways. <br /> 1972 (a) Grading and improvement plan. Roadways shall be graded and improved to conform to the city's <br /> 1973 construction standards and specifications and shall be approved as to design and specifications by the <br /> 1974 city engineer, in accordance with the construction plans required to be submitted prior to final <br /> 1975 subdivision approval. <br /> 1976 (b) Topography and arrangement. <br /> 1977 (1) Roadways shall be related appropriately to the topography.Roadways shall be curved wherever <br /> 1978 possible to avoid conformity of lot appearance.All roadways shall be arranged so as to obtain as <br /> 1979 many as possible of the building sites at or above the grades of the street.Grades of streets shall <br /> 1980 conform as closely as possible to the original topography. A combination of steep grades and <br /> 1981 curves shall be avoided. <br /> 1982 (2) All streets shall be properly integrated with the existing and proposed system of thoroughfares <br /> 983 and dedicated rights-of-way as established in the -: . • •• _ .. . . ommunity <br /> 984 Management Plan. <br /> 1985 (3) All thoroughfares shall be properly related to specific traffic generators, such as industries, <br /> 1986 business districts, schools, churches, and shopping centers;to population densities; and to the <br /> 1987 pattern of existing and proposed land uses. <br /> 1988 (4) Roadways shall be laid out to conform as much as possible to the topography,to discourage use <br /> "989 by through traffic,to permit efficient drainage and utility systems,and to require the minimum <br /> 90 number of roadways necessary to provide convenient and safe access to property. <br /> _991 (5) The gridiron roadway pattern need not necessarily be adhered to, and the use of curvilinear <br /> 1992 roadways or U-shaped roadways shall be encouraged where such use will result in a more <br /> 1993 desirable layout. <br /> 1994 (6) Cul&-de-sacs shall be discouraged;proposed roadways shall be extended to the boundary lines <br /> 1995 of the tract to be subdivided unless prevented by topography or other physical conditions or unless <br /> 1996 in the opinion of the city such extension is not necessary or desirable for the coordination of the <br /> 1997 layout of the subdivision with the existing layout or the most advantageous future development <br /> 1998 of adjacent tracts. <br /> 1999 (7) In business and industrial developments,the roadways and other accessways shall be planned in <br /> 2000 connection with the grouping of buildings,location of rail facilities,and the provisions of alleys, <br /> 2001 truck loading and maneuvering areas,and walks and parking areas so as to minimize conflict of <br /> 2002 movement between the various types of traffic,including pedestrian. <br /> 2003 (c) Blocks. <br /> 1004 (1) Blocks shall should have sufficient width to provide for two tiers of lots of appropriate depths. <br /> 2005 Exceptions to this prescribed block width shall be permitted in blocks adjacent to arterial <br /> 2006 roadways,railroads or waterways. <br /> 007 . . _ ... .. . . <br /> 008 • <br /> 009 <br /> 010 -• <br /> 011 s. :.: !!! ` ------{Commented[JB103]:Not how Orono has or developed. <br /> June 15,2020 page 47 <br />
