It reduces the traffic for slnoking <br /> in the froiit of the building and encloses and screens the smoking activity in the back of <br /> the building. These changes also have the added beneficial effect of decreasing the <br /> cuY•rent sound level to tlie surrounding neighborhoocl. <br /> Restricting the restaurant service to the interior of the building and providing additional <br /> sound barriers keeps the use of the site within parameters of the 2000 application <br /> approval. The Coluicil then found that the saloon was "not detrimental to the liealth, <br /> safety or general welfare of the public" and further found that the "proposed level of use <br /> of the property will be in keeping with the intent and objectives of the Zoning Code and <br /> Comprehensive Plan of the City." The restaurant expansion is clearly within the limits of <br /> the Zoning Code and Comprehensive Plan of the City. <br /> Parking <br /> In the prior proposal before the City Council, The Narrows Saloon presented a parking <br /> study that showed that the proposed expansion would not result in the overuse of the <br /> inunicipal parking lot. Exhibit 4 attached hereto is a copy of the parking study. Despite <br /> the findings, the City Council still expressed concerns that the use came too close to <br /> causing full utilization of the municipal parking and correspondingly limited the <br /> development of future businesses. <br /> The elimination oF all the outdoor seating reduces the burden on the inunicipal parking lot <br /> by an average ol 14%. The parking study determined that there were 129 public parking <br /> stalls. It �lso concluded that during the tl�ree measured peak parking titnes (Friday noon, <br /> Sahu�day early P.M., Saturday evening), The Narrows Saloon required 34, 25 and 60 <br /> parking spaces out of an exisiing demand of 65, 59 and 67 spaces (See page 8 oC Exhibit <br /> D for a the table). The shidy then calculated all increased deinand (incluciirlg Caribou <br /> CofFee, increased offce space, increase due to park and ride and the expansion of the <br /> saloon), and concluded that 115, 93 anci 122 spaces would be required dui•ing these peak <br />
