information regarding the development of the restaurant portion of the business. The
inost current architectural rendering is attached hereto as Exhibit 1.2
Outdoor Seting
First, and most signif cantly, The Narrows Sloon is withdrawing its request for outdooi
seating for bar and re;staurant purposes. This decision directly addresses many of the
neighborhood concerns regaz•ding noise 1nd the expansion of the business use beyond the
current zoning liinitations. Ii also has a positive effect regarding reduced demand for
parking.
Given the continuing issues surrounding a smoke free envirorunent for the expanded
restaurant, The Nan•ows Saloon is still seekiug a building permit to allow for the
inclusion of a fence, patio and landscaping for the rear of the building. The Narrows
Saloon now proposes that the use of such a patio be liinited to a smoking area for its
patrons. Cun•ently, smokers have an area in the back of the building and in the front of
the building for smoking. The area in back includes benches and a table with buckets
available for the disposal of garbage. The area in front consists of a bench aid a bucket
for refitse. Exhibit 2 contains photographs of the current smoking areas. This systein
causes patrons to spill out into the front and back of the building; increasing the sound
and effect on the surrounding neighborhood. The proposed enclosed patio will provide a
more attractive and comfortable setting for the smoking patrons. It will reduce the
number of people in the front of the building and stop patrons from congregating in the
rear of the building and parking lot. It will contain sinoking to one area and screen the
people and the resulting noise from the neighborhood.
The Narrows Saloon has previously provided the City Council with a sound study that
measured ihe level of sound from the front of the building. That study showed the sound
levels were well within the established limits for the applicable zoning. xhibit 3 is a
Z Please note this is not the final plan bsed on the changes discussed herein. Por instnce, with the
changed use of the patio, an oucdoor waitress station is not longer prt of the plan. A final rendering will be
compie[ed in accordance to the terms ofconditions set by the Cicy Council.
