The calculations for the saloon multiplieci the current use (34, 25 and 60) times a <br /> factor of 1.87 which represerlted the interior expansion as well as the outdoor seating (64, <br /> 47 and 112). When the outdoor seating is subtrlcted the factor is reduced to 1.62, and the <br /> parking need is reduced accoi•dingly (see paragraph 1 of page 8 of Exhibit 4). Using the <br /> reduced factor during the peak times (34, 25 and 60 times 1.62) the p�rking use generated <br /> by the saloon declines to 55, 40 1nd 97 spaces. Correspondingly the overall use declines <br /> to 106, 86 and 107 spaces. That means even at its busiest, 17% of the parking lot will be <br /> unused. Given the conservative approach taken in the study this reduction easily <br /> addresses the concerns regarding over utilization of the parking lot. <br /> The issue reg�rding the fiiture business uses of the current landowners is difficult to <br /> address given the speculative natt�re of such an analysis. It is important to note two <br /> things. First, all but one of the businesses in the area signed a petition in support of the <br /> expansion of the saloon. One of the owners actually wrote a letter in support to the City <br /> Council and the area Lake Minnetonka Chamber of Conunerce also expressed support to <br /> the Planning Commission. Exhibit 5 contains the petition and letters of support. It is <br /> clear that the current area business owners and the business coinmunity of the area in <br /> general do not share the future development concerns of the City Cotulcil. Second, <br /> preference in such an analysis should be given to the City's current business and tax <br /> payer. This is a business that is already committed to the community and is prepared to <br /> increase its investment to improve the zieighborhood. The "fiitt�re" business is not <br /> identif ed and may not exist. Deference should be given to the existing, COI1tTlblltlllg <br /> coinnninity member over a potential business that currently does not exist or has not been <br /> identif ed. <br /> Rest�urant Exp�nsion <br /> At the prior City Council meeting a great deal of concern was expressed reg�rding a <br /> perceived expansion of the night club.
