A sound study was conducted by Wm H. O. Kroll & Associates, Inc. The consultant <br /> found that the sound in the front of the building w�s within the standards set by the state <br /> of Minnesota for residential areas despite the fact that the area in question is zoned <br /> commercial.� In the report the consultant noted that the ]oudest noise was the traffic on <br /> the street and a nearby cominercial air conditioning unit with no mention of any noise <br /> frozn The Narrows Saloon. <br /> With these changes in hand, The Narrows Saloon again approached the Planning <br /> Commission. On September 19, 2005, the Planning Coirunission unanimously approved <br /> the plan with five additional considerations: (1) the outdoor patio was to be limited to <br /> 837 square feet; (2) outdoor seating was to be limited to 32 seats; (3) no new food service <br /> seating or alcohol service outside after 10 p.m. Sundays through Thursdays or after 11 <br /> p.m. on Fridays and Sati.trdays; (4) that all doors to the patio would remain closed and be <br /> non-folding doors; and (5) the use would be review in one year. <br /> This proposal was brought before the City Cotuicil where it was tabled pending fiirther <br /> consideration after encountering suUstantial opposition. The opposition to the proposal <br /> can be generally categorized into three areas: (1) outdoor seating and the resulting <br /> increase in noise; (2) parking and limits on future development; and (3) expansion of the <br /> nightclub verses development of the restaurant. <br /> RE-NEWED PROPOSAL <br /> The Narrows Saloon is now renewing its application for the expansion of its conditional <br /> use permit. It is suggesting additional limitations to address concerns expressed by the <br /> Clty COl1I1C1I Te�c1TCI111� tlle OL1tC�00I' SeatlIlg, noise and parking issues.
