The Narrows Saloon has determined <br /> that i�i order to meet the needs of the changing demographics of the surrounding area, aiid <br /> evolve in response to the increasing regulation surrounding second hand smoke, it must <br /> expand its restaurant business to remain viable, It is the view of man�gement that the <br /> emphasis of the business musi shift toward a family fi•iendly restaurant with adult inusic <br /> entertaiiunent as an attraction in the evenings, rather than the current night club and bar <br /> that also serves food. The plan also requires that The Narrows Saloon remain snioke free <br /> despite the more permissive amendment by the Heimepin County Conlmissioners <br /> regarding smoking. The decision to remain smoke free continues � veYing pY•oblem of <br /> outdoor smoking areas that accommodate people's smoking while trying to keep patrons <br /> from spilling into the public parking lot. Accordingly, The Narrows Salooll is requesting <br /> an amendment of its coiiditional use perinit to allow the expansion of its restaurant and <br /> kitchen and a building permit to cre�te a fenced patio area that serves as a screened and <br /> contained area for patrons who smoke. <br /> HISTORY OF APPLICATION <br /> Initially, The Narrows Saloon presented a plan that included the following: (1) planter <br /> boxes and trees on the front of the building; (2) an outside fenced-in se�ting area with 30 <br /> seats on the fi•ont of the building on the current sidewalk; (3) a new six door vestibule <br /> extending out froin the front of the building on the current sidewalk; (4) expansion of the <br /> restaurint into the vac�nt 40% of the building including a party room; (5) an outdoor <br /> fenced in seating area, extending to the property borders, with an additional 84 seats and <br /> outdoor bar service; (6) a new four door vestibule exiending fi•om the back of the <br /> building within the property lines; and (7) a kitchen 16' x 13' kitchen exp�nsion off the <br /> northeast corner of the building. <br /> The Plaiu7ing Commission cited various concerns regarding the set back requirenients for <br /> tlle front, back and sicles of the real esiate.
