- BACKGROUND <br /> The Narrows Saloon and its owners Cindy Sudheimer and James Anderst are seekii�g an <br /> lmendment of the current conditional use permit to allow for expinsion of its restaurant <br /> within the confines of the building located on 3382 Shoreline Drive. The sp�ce that is <br /> proposeci for expansion is vacant; having been formerly occupied by a dry cleaner and <br /> hair stylist shop. The existing conditional use periiiit was granted to The Narrows Saloon <br /> in October of 2000. The City Council fotuid at th�t tirne that tlle current use w�s "not <br /> detrimental to the health, safety or gener�l welfare of the public" and fiirther found that <br /> the "proposed level of use of the properly will be in keeping with the intent and <br /> objectives of the Zoning Code and Comprehensive Plan of the City." <br /> Since the grinting of the original eonditional use permit, the business and community <br /> environment in Navarre, Orono and tl�e surrounding area has been developing, expanding <br /> and changing. Orono is now a city with a population exceeding 7,500 people with <br /> projected g1•owth of nearly 20% in tlie ne�:t 15 years. The median age of the citizens of <br /> the city is just over 40 years old, yet nearly 30% of the population is under 19 years of <br /> age. The median incoine is a robust $88,314. The surrounding areas have similar <br /> demographics. This is the marketplace that The Naz-rows Saloon is seeking to service. <br /> These developments, combined with the Heiulepin County regulation of smoking in bars <br /> and i•estaurants, llave caused The Narrows Saloon to re-evaluate its current business <br /> platform and adjust to provide better food and service to the evolviiig conununity.
