The volume of fill and
grading has been reduced to a net balance below 500 cubic yards (356 cy of fill will be
brought to the site), eliminating the need for a land alteration CUP. Cotulcil in October
reviewed a revised plan, and referred the application back to Plaruiing Commission.
Applicant has since submitted a variety of revisions, the most recent of wluch is attached
for review. (The lot width variance, while approvable administratively if all other zoning
requirements are met, is essentially a tecluiicality here because of the average setback
request, and PC has previously recommended a proval of the lot width variance.)
Staff Recommendation: Staff recornmends approval of the lot width variance. Staff
recozrunends approval of the average setback variance, subject to confirmation that the
neighbors clo not object to the proposed house location. Staff finds that the tliresholds
established in the Zoning Code for requiring a land alteration CUP are not surpassed with
this proposal, hence no such CUP is required.
List of Exhibits
Exhibit A - Revised Site Plan
Exhibit B - Revised Building Ploor Plans and Elevations
Exhibit C - Revised Cut & Fill Calculltions, Hardcover Calculations
Exhibit D - Council Action Notice of October 12, 2005
Exhibit - PC Minutes of 9-19-OS
Exhibit F - Council Minutes oI'9-26-OS and 10-10-OS
Exhibit G - Airphoto Showing Adjacent IIonle Relationships
Exhibit H - City Engineer Conunents Dated 2-9-06
Exhibit I - Council Memo and Selectedxhibits of 10-5-OS
1
