FILE#05-3136 <br /> 17 February 2006 .. <br /> Page 2 of 5 <br /> Background <br /> This application was before the Plaiining Commission in September, at which time PC <br /> voted 4-3 on a motion to reconunend approval of a lot width variance but deny a CUP for <br /> grading in excess of 500 cubic yards to create a walkout situation. That recommenclation <br /> went forward to the Council on September 26. Discussion ensued regar�ding the impact <br /> of the house on the surrounding neighborhood as currently designed aud located, �nd the <br /> application was tabled by Council. <br /> A revised plan with a smaller house, relocated fiu�ther forward on the lot in line with the <br /> neighboring home to the east, was submitted and subsequently reviewed by Council on <br /> October 10. Coluicil heard from neighbors who generally supported the concept of <br /> moving the house forward, where it would not overwhelm the neighbors' open space. <br /> Council then referred the revised plans to the Planning Commissiou for review at the <br /> November PC meeting. Applicant concluded he needed additional time to refine his <br /> plans and extended the review period by 6 months. He has now provided a set of plans <br /> with the following characteristics: <br /> - House footprint..................................4,635 s.f. <br /> - West side setback...................................30' <br /> - East side setback....................................30' <br /> - West side driveway setback........................20' <br /> - Driveway access..............................Heritage Drive only <br /> - Cut/fill balance...........................365 cubic yards to be exported <br /> - Relocation forward allows walkout with cuts/fills generally in the <br /> range of 1'-4' depth <br /> - City Engineer has approved grading and drainage plans <br /> - Retaining wall along west side of driveway ranges from 0'-4' high, <br /> 100' long, 20' fronz side lot line <br /> - House plans indicate height meets 30' limit <br /> Site Grading Analysis <br /> The proposal now calls for cuts of 1,983 cubic yards and fills of 1,626 cubic yards, <br /> resulting in a balance that requires exportation of only 356 cubic yards from the site. <br /> This is being accomplished in part by filling a 70' x 90' area directly northwest of the <br /> attached garage 0'-2' deep, comprising around 250 cubic yards which would not <br /> necessarily be required to protect the garage and house foundation, but which does not <br /> appear to create any new drainage issues and does not appear to be a mismatch with the <br /> neighboring property to the east. <br /> Staff would conclude that the proposed grading plan does not have the negative impacts <br /> on the neigl�borhood that earlier plans created, and the current plan could be construed as <br /> not rising to the tluesholds in Seciions 78-967 and 78-1286 that would require a land <br /> alteration CUP. The fact that the City Engineer has reviewed the various proposals and <br /> finds this one acceptable gives staff a comfort level that the plan is neither uiirelsonable <br /> nor inappropriate. <br /> 2 <br />
