Mackiniion indicated the City requested tllis l�rocess <br /> and that in his o�inioi7 he is entitled to six lots. <br /> Petecson stated Macicinnon is referring to the Rural Oasis. <br /> White stated the Rural Oasis deals with the view of a development. <br /> Mut-�hy stated one of the issues they are exploring in Orono is how to avoid a coolcie cutter approach to <br /> land development. Mui-�liy stated the applicant cotild have gone ahead and developed six lots,Uut that <br /> fihe City recommended that the develo�er consider ti�e requiretnents of the Rural Oasis Plan tllat�vas <br /> recently adopted by the City. <br /> Gaffroiz stated the Council has discussed a number of concerns,but pointed out that the proposed houses <br /> do not have back yards, which nught create issues in the fuhu�e such as additional retaining walls and <br /> grading. <br /> Murphy inquu•ed what the definition of a back yard is. <br /> Gaffi•on stated every lot within this development has a drop off area and tliat retaining walls are required <br /> to create a Uacic yard, Gaffi�on stated on Lot 3 a 10 to 12-foot high retaining wall would be required. <br /> Gaffi•on indicated with the lots on the west side of the road, there is a swale located directly behi�id the <br /> houses and that proUaUly is not ai1 ideal situation. <br /> Muiplry slated for discussion purposes ihe Council should assume that not eveiybody wants a Uack yard, <br /> Gaffrou recoiinnended that covenants Ue in place otitlining the Cify's vision for this area. <br /> Bohl stated they would be doing site grading as each individual pad is desigiied. Bohl indicated there are <br /> ways that the first floor elevation does not need to Ue aUove the sh�eet level but that it is recomn�ended to <br /> ]ielp iusure proper di•ainage.
