Section 78-821 Purpose, etc. —A subsection "E" has been added clarifying <br /> that existing uses which do not conform to the new regulations will be treated <br /> according the City's existing non-conforming use/building regulations. <br /> b. Section 78-822 Permitted Uses — Subsection A.(1) has been amended to <br /> clarify the language, and delete a reference to "Open sales lots". <br /> c. Section 78-825 Lot Sizes, etc. —A significant amount of discussion was had <br /> regarding the proposed maximum 85% impervious surface regulation, and <br /> whether this regulation was high enough. It was the consensus of the <br /> Planning Commission to leave the standard as proposed, with additional <br /> quantity and detail in the landscaping section of the ordinance. <br /> d. Section 78-827 B. Off Street Parking — Comments were received from <br /> representatives of the property owner relating to clarifications on off-site <br /> parking restrictions. No changes have been proposed. <br /> e. Section 78-827 C.(2) Off Street Parking — Comments were received relating <br /> to the meaning of this section relating to an aflowance for paved parking area <br /> adjacent to the rear portion of certain buildings, and the requirement for <br /> screening. No changes have been proposed in this draft. <br /> f. Section 78-827 D. Off Street Parking — Comments were received relating to <br /> the application of the off-street parking requirements for Automobile Service <br /> to the Morries Auto use, which is not a retail-oriented service facility. These <br /> parking requirements have been adjusted to reflect an internal service <br /> function as currently exists on the property. <br /> g. Section 78-829 Landscaping —A significant amount of discussion was <br /> focused on the landscaping requirements for the district. Comments ranged <br /> from decreasing the proposed maximum impervious surface (see note c., <br /> above) to creating a tiered or alternative format for landscaping requirements. <br /> Concerns to this format centered on the fact that many of the individual uses <br /> will receive staff review only. The consensus of the Planning Commission <br /> discussion was to increase the plant material count proposed in Subsection <br /> C. Depending upon the lot dimensions and building sizes of a particular <br /> proposal, the revised plant material requirements should ensure a well- <br /> landscaped development. <br /> h. Section 78-831 Lighting — Comments were made regarding the value of <br /> establishing a specific light-intensity standard.
