This <br /> Department is responsible for roads and bridges, municipal sewer and <br /> water systems, park and recreation facilities, diseased tree control, and all <br /> city land and buildings. <br /> BUILDING, ZONING AND PLANNING headed by the Public Services <br /> Director. This Department is responsible for comprehensive planning, <br /> subdivision and land de��elopment management; zoning ordinance <br /> adoption, amendment and enforcement; environmental ordinance <br /> adoption, amendment and enforcement; manabement of on-site sewer and <br /> well systems including ordinance adoption and enforcement; and building <br /> inspection and enforcement of the State Building Code. <br /> ASSESSING DEPARTMENT headed by the contracted Assessor. This is <br /> not a City Department but a separate contractual arrangement with the <br /> Hennepin County Assessor's Office. This department is responsible for <br /> market value assessment of all real property in the City, and n�aintenance <br /> of all assessment records concernin� taxable valuation. <br /> HEALTH OFFICER headed by a licensed physician. The Health Officer <br /> is responsible for coordinating public health services for Orono residents <br /> in cooperation with the State Board of Health. <br /> CITY CONSULTING SERVICES Certain professional services are <br /> provided to the City by contract on a consulting basis. Some services are <br /> performed regularly and others on an as-needed basis only, <br /> LEGAL SERVICES The Council-appointed City Attorney is responsible <br /> for advising the City Council and administrative staff on legal matters, <br /> and for representing the City in legal proceedings. In recent years, the <br /> City has had one attorney specializinb in civil and land use matters, and a <br /> second attorney handling all traffic and misdemeanor prosecutions. <br /> ENGINEERING SERVICES The Council-appointed City Engineer is <br /> responsible for advising the City Council and administrative staff on <br /> engineering matters, particularly in the areas of public works and land use <br /> management, including streets, sewers, water supply and drainage <br /> City of Orono Community Management Plan 2008-2030 Page 4F-43 <br />
