<br /> control. The City Engineer is responsible for preparing engineering plans
<br /> and specifications, for bidding projects and for supervising construction
<br /> whenever so specifically directed by the CounciL In large-scale projects,
<br /> a separate consulting engineer may be hired for such services with the
<br /> appointed City Engineer acting as the City's agent to assure proper
<br /> execution of the improvement.
<br /> AUDITING SERVICES The Council-appointed Auditor is responsible
<br /> for periodically auditing the City's financial records in accordance with
<br /> State Law to assure proper fiscal control and financial security for the
<br /> city's funds and assets.
<br /> All City employees operate under a written Administrative and Personnel
<br /> Policy. It is the purpose of the Policy to establish procedures which will permit
<br /> the personnel program of Orono to operate in an efficient fashion. The policy
<br /> serves as a guide to administrative action concerning personnel matters, and in
<br /> addition provides the employees and the public with a statement of the personnel
<br /> program of Orono.
<br /> The Personnel Policy does not apply to elected officials or members of boards
<br /> and commissions, to the City Administrator, the City Consultants, or to volunteer
<br /> personnel appointed to serve without pay.
