CMP Part 3B. Land Use Plan <br /> 10. The design and density of urban development will be controlled to <br /> assure protection of light, air and solar access for neighboring <br /> properties. Requirements for minimum lot size, amounts of open space, <br /> minimum yard setbacks, and maximum building heights will be designed <br /> to assure protection of these values for all urban residents. <br /> 11. A significant amount of natural woodlands and open space will be <br /> retained on each property. Retention of the natural environment <br /> requires careful siting and preservation of trees and open space on each <br /> urban property. <br /> 12. Land use standards will limit the impact of urban encroachment on <br /> Lake Minnetonka. Minimum lot width will space out docks and <br /> structural encroachments while increasing areas of natural vegetation. <br /> Lake use regulations promulgated by the Lake Minnetonka Conservation <br /> District and supplemented with City regulations if necessary will limit the <br /> number of boats per property and the amount of public waters available <br /> for private docking and boat storage. <br /> 13. Retention of natural vegetation will limit the impact of urbanization <br /> as visible from the lake. Building heights will be limited to less than the <br /> typical tree height. Minimum green belts will be provided with <br /> prohibitions abainst clearcutting or excessive thinning of vegetation. <br /> Natural vegetation will be preserved on slopes and retaining walls will be <br /> discouraged except when absolutely necessary to prevent erosion, in <br /> which case they will be screened with natural vegetation. <br /> RURAL LAND USE POLICI ES <br /> 1. Orono's rural ser-v�ee area will be reserved for permanent low-density <br /> residential land use. Orono's rolling rural area is not suitable for <br /> commercial agriculture. Likewise, the delicate balance of storm water <br /> nutrient loading vs marshland assimilative capacity precludes expansion of <br /> the urban service area without major environmental problems for Lake <br /> Minnetonka. Therefore, the ideal land use for that portion of Orono <br /> located outside of the Urban Service Area is the planned low-density rural <br /> residential land use. Commercial and industrial uses will not be permitted <br /> in the rural area. <br /> 2. Orono's rural service area provides the opportunity for quasi- <br /> agricultural land uses. Greenhouses, orchards, truck farms, riding stables <br /> and recreation areas such as large golf courses and park reserves are not <br /> possible in more crowded urban areas but they are compatible with rural <br /> residential properties. Thus, the total commercial activity of Orono is <br /> broader and more varied than if the City were all urban or all rural. <br /> City of Orono Community Management Plan 2008-2030 Page 3B-22 <br />
