_ CMP Part 3B. Land Use Plan <br /> 3. Rural density is limited by natural conditions. Development of rural <br /> Orono is naturally limited by a number of conditions including extensive <br /> wetlands, steep slopes and areas of high water table, which factors <br /> influence building locations and transportation options as well as the <br /> location and spacing of on-site sewage treatment systems which rely on <br /> soil treatment of sewage effluent. <br /> 4. The existing rural area will not be urbanized. Orono's Community <br /> Management Plan is not a staged growth plan. The urban service area will <br /> not be expanded into the rural area. Municipal urban services will not be <br /> extended into the rural area or across open, rural lands. Rural land uses <br /> and rural land use density will be maintained at a level to ensure that <br /> private on-site sewer systems will operate satisfactorily and that rural <br /> wetlands and drainageways will not be overloaded with storm water <br /> nutrient pollution. <br /> 5. Rural land uses and densities do not require urban services. Urban <br /> services are not compatible with rural land use. Extension of certain urban <br /> services, such as extensive public road maintenance or municipal sewer or <br /> water cannot be economically justified or easily provided to developments <br /> in rural areas or at rural densities. <br /> 6. Rural land uses do not require municipal sewer service. Orono's soil, <br /> topography and low-density rural land use provide the ingredients <br /> necessary to assure safe, adequate, permanent on-site sewage treatment <br /> and waste water disposal without hazard to ground water, surface water or <br /> the public health. Extension of sewer service to properties in the rural <br /> area will be avoided, except when necessary to protect the public health <br /> ar to avoid or eliminate negative impacts to surface and �roundwaters. <br /> Future expansions of the sewer svstem into the Rural Area to solve <br /> existin� nei�hborhood sewage treatment problems or alon� the lakeshore <br /> to avoid or eliminate potential negative impacts on lake water qualit , will <br /> not result in a reclassification of those neighborhoods from Rural to <br /> Urban. Expansion of the sewer system into the Rural Area will not result <br /> in the provision of additional urban services nor will it result in chan�es <br /> to allowed development densities. <br /> 7. Rural development will be subject to proven on-site sewage treatment <br /> capability. Future development in the rural area will be contingent upon <br /> the developer providing prior technical evidence that the site contains <br /> sufficient suitable land for all development, an acceptable primary <br /> drainfield area, and reserved space for at least one alternate drainfield <br /> area. The zoning area requirements for rural Orono will therefore be based <br /> upon minimum areas of dry buildable land exclusive of roadways, <br /> wetlands, streams or areas of high water table. <br /> City of Orono Community Management Plan 2008-2030 Page 3B-23 <br />
