The City will encourage private unification and coordination of the <br /> existing commercial areas. Unplanned strip commercial developments <br /> will be discouraged. Coordinated projects designed to aesthetically <br /> enhance, unify and identify the business areas will be encouraged. <br /> 5. Future industrial development will be limited to the area of the <br /> existing Orono industrial park. No other location in Orono combines <br /> the availability of transportation and public utilities with remoteness from <br /> sensitive environmental features. In addition, this land use is entirely <br /> consistent with Long Lake's neighboring industrial development. <br /> 6. Commercial and industrial development will not be permitted to <br /> adversely affect neighboring residential property. The location, scale <br /> and types of commercial and industrial development will be controlled so <br /> as not to encroach upon or adversely impact the primary residential land <br /> uses in Orono. Wherever possible, natural land forms or buffers will be <br /> required between different land uses. <br /> 7. Public urban services must be available for all future commercial, <br /> industrial and urban-residential development. Commercial, industrial <br /> and urban-density residential uses will be permitted only where municipal <br /> sanitary sewer, adequate transportation, police and fire protection services <br /> are available. In addition, commercial, industrial and multi-family <br /> residential development will be permitted only where a municipal water <br /> system is available for adequate water supply and fire protection. <br /> 8. Urban development will utilize the capacity of existing public <br /> facilities. New land uses and development will be allowed to infill <br /> existing vacant properties within the urban service area consistent with <br /> environmental limitations and with the existing or planned capacities of <br /> water, sewer, drainage transportation and recreational facilities. New <br /> development will not be permitted to overburden these services at the <br /> e�pense of the existing users. New urban development will not be <br /> permitted if it requires additional unplanned local or regional facilities <br /> capacity. <br /> 9. The existing urban area will not be expanded. Orono's Community <br /> Management Plan is not a staged growth plan. The urban service area will <br /> not be expanded into the defined rural area and urban services and <br /> facilities will not be extended into the rural area for purposes of fostering <br /> or allowing increased development density in those areas. <br /> City of Orono Community Management Plan 2008-2030 Page 3B-21 <br />
